About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking a motivated engineer with strong technical and interpersonal skills to serve as the Plan Review Engineer (TE3) for the Engineering Support Services Office. In this role you will, provide technical assistance for the area offices in project delivery. The successful candidate will be the go-to person to see what design standards are available. As the Plan Review Engineer, you will assist with providing critical design review support for the advancement and delivery of the Southwest Region programs. The top candidate selected for this position must be creative in identifying and solving problems, possess excellent project management skills, and have exceptional communication skills.

What to Expect
Occasional field work performed with the purpose of observation and information gathering. Exposure to hazards include traffic, noise, construction, weather, and uneven terrain.
 
Among the varied range of responsibilities held within this role, the Plan Review Engineer will:

  • Review plans specials and estimate for compliance with WSDOT current standards and manuals.
  • Review design documentation based on current requirements and practice to be included in the Design Approval, Project Design Approval, and Design Documentation Packages.
  • Coordinate and compile SWR review comments from other departments within WSDOT or stakeholders identified as reviewers. 
  • Coordinate information on projects status of delivery with project offices, support groups and Construction Office.
  • Provide technical assistance to designers in their development of estimates and specifications.
  • Serve as point of contact for problem solving and maintenance with the Estimates and Bids Analysis System (Ebase).
  • Upload the SWR project design documentation in the Electronic Content Management (ECM) database; maintain region archived design documentation.
 
Qualifications
To be considered for this opportunity, at least one the following are required:
  • Two (2) years of experience as a Transportation Engineer 2, Bridge Engineer 2, or equivalent experience such as project development or plans preparation. OR 
  • Certification as an Engineer-In-Training (EIT) AND one (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, or equivalent experience as outlined above.

In addition to one of the above, the following are also required:
  • Experience working with numbers including but not limited to utilizing information received from others or pulled from varies data sources to create spreadsheets to determine and convey information.
  • Proficient in Microsoft Office software.
  • Experience learning new software and learning from mistakes or successes encountered to apply knowledge going forward. 
  • A solid understanding of engineering principles, methods, and practices. 
  • Proven skills in researching and interpreting contract provision, plans, drawings, and details. 
  • A valid driver’s license. 
 
It is preferred that qualified candidates also have:
  • Transportation design and design project management practices. 
  • Experience providing training. 
  • Knowledge and experience working with local agencies and private developers. 
  • Knowledge and experience in design, construction, and/or construction contract administration. 
  • Experience managing/supervising a diverse workforce of engineers and/or technicians. 
  • Experience in right-of-way review and development, coordinate geometry, and State Plan coordinates. 
  • Bachelor’s Degree in engineering, sciences, planning or other relevant fields. 
  • Professional Engineer’s License in Washington State or equivalent.
