The Opportunity

WSDOT is eager to hire an experienced contract and program manager to serve as our next Contracts Manager supporting our Toll Division. As the Contracts Manager, this position will support WSDOT’s mission by managing Toll related agreements necessary to deliver Toll Operations and Maintenance (O&M) and Repair and Replacement (R&R). The primary undertaking of this position will be responsible to coordinate, track, and update the Toll Division’s contracts and agreements to ensure contracting methods and their execution are within state and federal guidelines. As the Contracts Manager, this position requires knowledge engineering and negotiating skills and is responsible to track timely completion and reporting of Toll Public Disclosure and document retention.
 
 What to Expect

Among the varied range of responsibilities held within this role, the Contracts Manager will:

  • Serve as subject matter expert for all agency toll related contracts and procurement processes. 
  • Lead and/or provide expert assistance in the procurement process for Toll Division to include request for proposals (RFP), sole source agreements, service level agreements, and intra-agency and interagency agreements. 
  • Manage, track, and monitor all Toll Division contracts, task orders, and agreements to ensure compliance with state and federal process and procedures. 
  • Actively monitor inventory of all existing contracts for which Toll Division has oversight to include contracts funded by other divisions or capital programs. 
  • Work with Toll Project Managers, Regions, and Project Offices to identify changes in scope, schedule, or budget of Toll funded projects. 
  • Will facilitate the negotiation process between vendors and the State when independent estimates differ for hours, dollars, or level of effort necessary to meet deliverables. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 3 or equivalent, OR
  • Two (2) years of experience with contract management, capital projects, or program management. 

 

In addition to:

  • Current driver’s license
  • A degree or equivalent training in engineering, project or program management, budgeting, finance, accounting, or other related fields. 

 

It is preferred that qualified candidates also have:

  • Experience with Toll and/or Ferries Operations program. 
  • Understanding of Program Development (scope/schedule/budget) and Program Management (tracking & monitoring) principles. 
  • Strong computer skills with PC-based (Word, Excel, TEIS), mainframe applications (CPMS, TRAINS, etc.), and web based applications (FIRS, Cognos, Enterprise Reporting, etc.)
