The Opportunity
WSDOT has an exciting opportunity with the Olympic Region (OR) Plans Office for an experienced engineering professional, who has exceptional leadership skills. Reporting to directly to the OR Program Manager, you will serve as the Region Plans Engineer that leads and manages an office of engineers and technicians responsible for Plans, Specifications, and Estimates (PS&E) review, Design-Build support, roadside safety, right of way plans, engineering records, and survey support. In this role you will also be responsible for consultant and agreement services which requires close coordination and cooperation with region staff and support groups, HQ, and project stakeholders to accomplish organization goals and expectations.

What to Expect
The OR Plans Office leads, directs, and manages design support of the region's Capital Improvement and Preservation Program (CIPP) projects.

Among the varied range of responsibilities held within this role, the Region Plans Engineer will:

  • Provide leadership, management, and engineering oversight to the Plans Office responsible for region design support.
  • Direct the full range of project delivery services provided by the WSDOT Olympic Region Plans Office, a multidisciplinary service center providing technical and professional expertise to all regional programs, project offices, developers, and Local Agencies across the region. 
  • Accurately apply policy and standards to highway design projects and completes projects on time, and within budget.
  • Prepare/Revise Olympic Region Directives, instructional letters, procedures, guidelines, and manuals.
  • Work closely with region management and provide support services during the advertisement and award phase of each project delivered.
  • Initiate personnel and staffing actions necessary to carry out program delivery.
  • Provide staff a balanced workplace that promotes training and development for professional growth and upward mobility, employee safety, workforce diversity, and pride in ownership.
 
Qualifications
To be considered for this opportunity, the following are required:
  • A Professional Engineering license in the State of Washington or be licensed as a Professional Engineer in another state with the ability to obtain licensure in Washington State within six (6) months of employment.
  • Possess a strong engineering background. 
  • Managerial/supervisory experience. 
  • Excellent knowledge of the department's design and construction principles and practices, processing of agreements, contracting methods and procedures, stewardship agreement, and program (budget, schedule, environmental, quality, etc.) accountability.
  • Strong skills in establishing plans and setting objectives and goals that support overall program strategy/results; monitoring, measuring performance, and making necessary course corrections to the same.
  • Excellent skills in effective communication with employees and the public. The ability to evaluate, coordinate, and respond to customers.
  • Skills and the ability to make timely, effective decisions in the best interest of the department.
  • A strong working knowledge of principles of management.
 
It is preferred that qualified candidates also have:
  • Two (2) years of progressively responsible experience as a licensed professional engineer m construction or design of highways, bridges, and related structures. 
  • Four (4) years of demonstrated and progressively responsible managerial/supervisory experience m managing a diverse workforce. 
  • A valid driver’s license. 
  • Completion of the “Ethics in Public Service” course.
 
Important Notes 
  • This position offers flexible/hybrid remote work options.
  • This position requires a Professional Engineers License issued by the State of Washington. License holders from other states will be expected to obtain a WA State PE license within six months of appointment.
