About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking Transportation Technical Engineers to serve as Business Managers for the General Engineering Consultant (GEC) program and the Tumwater Design Office. The GEC Business Manager position reports to the Project Development Engineer and is a vital member of the Multimodal Development & Delivery (M2D2) Program. The Tumwater Design Office Business Manager position reports to the Project Engineer.  In this role, you will be responsible for delivering fish passage, safety, preservation, and mobility projects. The successful candidate will manage the oversight and review of consultant agreement and GEC task order documents, as well as track schedules and budgets. This is accomplished by reviewing the consultant agreement and GEC task orders and products such as plans, specials, and estimates to ensure they are compliant with WSDOT policies and procedures. 
 
What to Expect
Among the varied range of responsibilities held within this role, the Business Manager will:

  • Develop draft scopes of work for consultant agreements and for the GEC to begin resource/team procurement.
  • Review and approve Task Order Documents, including scope, schedule, and project budget.
  • Monitor scope, schedule, budget with the consultant agreement and GEC Task Order Managers.
  • Prepare and submit task order documentation to the Region Plans Office for execution.
  • Coordinate with region about what work will need to be GEC facilitated.
  • Communicate with Region staff to help develop scope and schedule.
  • Facilitate Independent cost estimate development and Level of effort review/negotiation.
  • Coordinate with Region Program Management to establish work orders for the different Task Orders.
  • Facilitate coordination with consultant staff, GEC resources and WSDOT support groups and subject matter experts. 
  • Manage budgets for projects assigned to the Tumwater Design Office
  • Manage agreements with other agencies in support of delivering projects for the Tumwater Design Office.
  • Supervise and oversee direct reports as it relates to job duties and performance management.
  • Provide training, career development, mentoring, assign work, monitor work for progress and quality, and give constructive feedback upon completion of tasks.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as a Transportation Engineer 4, OR three (3) years of experience as a Transportation Engineer 3.  
  • Proficient knowledge and skillful application of project management practices.
  • Advanced written, verbal, and presentation skills to effectively communicate with a variety of internal and external audiences in a professional and respectful manner.
  • Strong analytical skills and attention to detail. 
  • Experience working independently and prioritizing workload to complete multiple work assignments proactively, efficiently and within established deadlines. 
  • Knowledge and experience in leadership and supervisory principles and practices, to include motivating others to complete work tasks.
  • Advanced skills in negotiating and settling disputes, and problem-solving complex issues.
  • Proficiency with computer software to evaluate and analyze data, prepare, and generate professional reports, and prepare and deliver presentations.
  • Experience adhering to safety policies and diligence in performing work in a safe manner.

It is preferred that qualified candidates also have:
  • Knowledge and experience working with engineering consultants and local agencies.
  • Knowledge and experience in design and/or construction.
  • Experience managing/supervising a diverse workforce of engineers and/or technicians.
  • Bachelor of Science degree in engineering, sciences, planning or a closely relevant field. 
  • A Professional Engineer’s License in Washington State or equivalent. 
  • A valid driver’s license.
