Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT has an excellent opportunity for a Project Engineer to serve as the Program Development Manager responsible for managing the development of the future projects including scope and estimates, schedule, prioritization, and ranking needs for each Northwest Region (NWR) project in the biennial Highway Construction Program (HCP). As the Program Development Manager, you will directly affect the overall ability of the (NWR) to successfully deliver programs and projects; thereby, supporting an extremely vital means of transportation and the economic success of the region.
 
 What to Expect
 
Among the varied range of responsibilities held within this role, the Program Development Manager will;

  • Manage and develop the scope, schedule, project estimate and ranking for each new project and select those projects to be included in the program consistent with planning, policy, and goals of the WSDOT while integrating the work of many Northwest Region Project offices and Specialty groups.
  • Manage all changes to proposed project scope, schedule, and budget in coordination with the Region and HQ.
  • Implement strategic short-range planning and programming to determine the best approach for developing current and future programs to best accomplish WSDOT long range goals stated in the Statewide Multimodal Transportation Plan.
  • Support and conduct effective communications throughout the organization as well as with outside agencies to determine the impacts of potential changes to our programmed projects and take appropriate action to ensure successful program delivery. 
  • Lead and direct applications for grants from outside fund sources to finance WSDOT projects.
  • Represent the Northwest Region to establish policies, guidelines, and procedures to accomplish program building.
  • Represent the WSDOT/Northwest Region in regional forums, meetings, and committees.
  • Assure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Maintain the highest standards of professional and ethical conduct and support the State's goals for a diverse workforce.
 
 
Qualifications
To be considered for this opportunity, the following are required:
  • Hold a Professional Engineering (PE) License as Civil Engineer in the State of Washington, or out of state PE license holders will be expected to obtain a WA State PE license within six (6) months of employment. 
  • Excellent communication skills, both written and verbal 
  • Knowledge of the following:
    1. Principles of project management, particularly as they relate to forming and managing integrated teams across divisions, to accomplish program development and management tasks
    2. Highway design
    3. Basic understanding of environmental laws and regulations
    4. Right-of-way acquisition and permitting process
    5. Priority programming laws
    6. The principles of developing a major capital construction program 
    7. Regional transportation agencies planning and project programming organizations, methods, procedures, and politics
    8. The principles of benefit cost analysis and how to apply it for prioritizing projects

It is preferred that qualified candidates also have: 
  • Eight to ten years of work experience in design and/or construction of transportation projects using design-bid-build (DBB), and/or design-build (DB) methods. 
  • Two years of supervisory experience

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
