Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is very excited to present a great opportunity for two motivated Engineers who have strong leadership skills and exceptional aptitude for managing projects.
 
The Project Engineering Offices located in Mount Vernon and Burlington, WA are looking for Team Leaders who will be responsible for leading staff in the design, construction and administration of multiple projects to improve State Highways, as well as preparing contracts for bidding purposes. Day to day tasks include coordinating design and design-bid-build activities, provide quality control, inspection, documentation and authorizing payment for contract work completed in accordance with the specifications. We are looking for well-rounded engineers who enjoy learning and are excited about taking on new challenges.
 
 What to Expect
The Team Leader in the Burlington office will oversee design, design-build and design-bid-build activities. 
Among the varied range of responsibilities held within this role, the Team Leader in Burlington will:

  • Ensure successful delivery of assigned projects and that they meet current standards and guidelines.
  • Manage scope, schedule, and budget of assigned projects.
  • Identify, communicate and track project risks.
  • Lead design teams tasked with the preparation of environmental documentation, design documentation, R/W revisions, design reports, hydraulic reports, and other technical documents.
  • Review and recommend engineering solutions.
  • Review and/or produce technical documents (reports, design documentation, plans, specification, and estimates).
  • Provide technical guidance and direction regarding WSDOT standards and procedures to design team staff.
  • Provide training, coaching, and performance evaluations for design team staff.
  • Coordinate transportation project development with in-house support groups, consultants and project stakeholders.
 
The Team Leader in the Mount Vernon office will oversee design activities with the opportunity to also oversee construction inspection efforts should the workload dictate the need.  Among the varied range of responsibilities held within this role, the Team Leader in Mount Vernon will:
  • Ensure successful delivery of assigned projects and that they meet current standards and guidelines.
  • Manage scope, schedule, and budget of assigned projects.
  • Identify, communicate and track project risks.
  • Lead design teams tasked with the preparation of environmental documentation, design documentation, R/W revisions, design reports, hydraulic reports, and other technical documents.
  • Review and recommend engineering solutions.
  • Review and/or produce technical documents (reports, design documentation, plans, specification, and estimates).
  • Provide technical guidance and direction regarding WSDOT standards and procedures to design team staff.
  • Provide training, coaching, and performance evaluations for design team staff.
  • Coordinate transportation project development with in-house support groups, consultants and project stakeholders
  • Assist in inspection and documentation of all phases of contract work.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Certified as an Engineer-in-Training (EIT) and a Bachelor’s degree from an ABET accredited college or university with major study in civil engineering. 
  • The ability to supervise, evaluate, provide leadership, direction, mentor, and train diverse teams composed of Engineers and Technicians.
  • The ability to interpret Contract Plans, Special Provisions, Standard Specifications, Standard Plans, WSDOT Design Manual, Plans Preparation Manual, and WSDOT Construction Manual requirements during administration of construction projects.
  • Experience using critical path scheduling methods and the project management process and tools (CPM, Primavera) to build, update, and troubleshoot project delivery schedules.
  • A valid driver's license.
  • The ability to effectively communicate, interact and coordinate work activities with WSDOT staff, local agencies, support groups, consultants, general contractors and support group staff verbally and in writing.
  • One year experience as a Transportation Engineer 2 or equivalent in Bridge, Design, Construction, or Contract Administration. 
  • Available to work all shifts including evenings, nights, weekends, and overtime as needed to meet job requirements and deadlines.
