The Opportunity
WSDOT is eager to hire an experience engineer to serve as our Construction Team Leader assigned to our office in Everett. As the Construction Team Leader, this position is expected to lead and schedule a team of engineers and technicians to deliver a safe, reliable, and cost effective transportation system for the public by inspecting all construction activities and ensure project compliance. The primary undertaking of this role is to successfully deliver all construction projects that are critical to WSDOT’s mission of keeping people and businesses moving by operating and improving the state’s transportation systems. By taking on this role, you are serving a key and vital function to the State of Washington.
 
 What to Expect
This position will perform work in an office setting and in the field at construction sites, travel is a regular part of this position.
 
Among the varied range of responsibilities held within this role, you will:

  • Lead a team to successfully and safely construct multiple assigned projects that meet all contract requirements and comply with environmental permits and commitments. 
  • Manage the construction of transportation projects to ensure they meet specifications, budget, schedule, and permit requirements. 
  • Coordinate with the contractor, WSDOT staff, external agencies and the public as needed to manage projects completion. 
  • Plan, schedule, direct, and monitor all inspection actives related to inspection and contractor activities including IDR’s, pay notes, schedule, correspondence, consultant activities, contractor submittals, materials requirements and WSDOT support group coordination. 
  • Manage and monitor all changes to the project including completing the change order questionnaire. 
  • Keep Managers, Office Engineer, and NWR Specialty groups informed of project status and any change for the planned activities, proposed changes to items of work and pending risks to scope, schedule, or budget. 
  • Meet with the contractor to discuss problems, interpret plans and specifications and review schedules; investigate problems and make recommendations for solutions. 
  • Perform plan review on various projects that are in the design phase and prepare associated review comments. 
  • Lead and mentor a team of engineers and technicians. 
 
Qualifications
To be considered for this opportunity, the following are required:
  • Valid WA State Driver’s License
  • One year experience as a Transportation Engineer 2 or equivalent construction engineer experience.
  • High School Diploma, GED or Two-year Associate or Technical degree or equivalent.
  • Ability to supervise and mentor staff 
  • In depth knowledge of highway related construction procedures including inspection, materials testing, documentation procedures, Standard Specifications and how they relate to WSDOT business practices 
  • Knowledge of civil engineering principles, practices, and methods relative to the documentation of construction of transportation projects 
  • Strong verbal and written communication skills, including ability to express complex concepts clearly and concisely 
  • Ability to write tactful, factual, concise technical and administrative letters 
  • Strong mathematical skills with ability to solve engineering problems of varying complexity 
  • Ability to propose alternate solutions to complex elements of a project coordinating with various persons with expertise within the department or within other agencies 
 
It is preferred that qualified candidates also have:
  • One or more years’ experience directly supervising technical/engineering staff.
  • Bachelor’s degree with a major study in Civil Engineering, Structural Engineering, Geotechnical Engineering, Soil Mechanics, Traffic, Transportation, or closely related field. 
  • Certification as an Engineer In Training
  • Professional Engineer (PE) License
