The Opportunity
WSDOT has a great opportunity for an experienced engineer to contribute to the development of the Northwest Region highway construction program.  This is a unique opportunity to work in a dynamic engineering program office; the future incumbent will have the potential to grow their career and working knowledge.

What to Expect
Among the varied range of responsibilities held within this role, the Scoping and Estimate Engineer will:

  • Coordinate regional scoping activities with internal and external partners.
  • Research engineering records, contract plans, and reports for use in developing scoping documents and cost estimates for proposed WSDOT construction projects.
  • Read and comprehend engineering reports/analysis and develop solutions to address deficiencies. 
  • Represent WSDOT at meetings with the public and state and local agencies.
  • Maintain, monitor, and update the Project Summary database to ensure all available data is accurate and reasonable.
  • Collect field data and pertinent information from internal and external resources needed to develop scoping solutions and estimates.
  • Assist in the preparation of grant applications for additional federal and state funding.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s degree in Civil Engineering or closely related field. 
  • Certification as an Engineer-In-Training (EIT). 
  • One (1) year of experience as an entry-level Civil Engineer (equivalent to a WSDOT Transportation Engineer 1 or Transportation Technician 3) 
AND
  • Current unrestricted driver’s license.
  • Working knowledge of engineering standards and procedures
  • Ability to perform field reviews and collect data for the purpose scoping and estimating projects.
  • Ability to employ effective written and verbal means to document and communicate important observations and information.

It is preferred that qualified candidates also have: 
  • Proficient use of ArcGIS Desktop software and ArcGIS Explorer
  • Proficient use of Microsoft Office
 
Important Notes 
  • This position offers flexible/hybrid remote work options. Work is primarily conducted in an office or remotely, with field work and site meetings on a regular, sporadic or as need basis. 
  • Field work may require traversing uneven ground, working in adverse weather, and alongside busy highways. 
  • By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. Compliance with this mandate is a condition of employment with WSDOT. Exemption may be granted for religious or medical purposes; however, accommodations will be subject to approval based on the essential functions required of the position.  
  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
  • This is an in-training positions offer a career path and on-the-job training, and allow you to progress through the Transportation Engineer field, achieving the goal class of a Transportation Engineer 2. Transportation Engineer 1 or Transportation Engineer 2 depending on qualifications. The annually salary levels for each are:
    • TE 1: $58,300 – 78,334
    • TE 2: $64,285 - $86,461
