The Opportunity
The SR-520 Bridge Replacement and HOV Program (SR520) and Alaska Way Viaduct Replace Program (AWV) is eager to hire multiple engineering professionals to serve as our next Design Build Inspector. The SR520 and AWV programs are highly visible, political, controversial, and complex multibillion dollar capital construction programs, and the Design Build Inspector will support the WSDOT Quality Verification (QV) Team and will be responsible for a variety of QV inspection duties. These in-training positions offer a career path and on-the-job training that allow the successful candidate to progress upward through the Transportation Engineer field. These positions will play a vital role in supporting WSDOT’s mission by ensuring and verifying the quality of WSDOT projects. 
 
 What to Expect
Among the varied range of responsibilities held within this role, the Design Build Inspector will:

  • Perform a variety of quality verification inspection duties.
  • Ensure compliance with contract plans, provisions, and permits. 
  • Monitor construction schedule, delays, and potential change order issues by discussing with the Design-Builder/Quality Assurance (QA) Team and observing work in the field. 
  • Review contract documents to identify potential issues and advise Design-Builder of resolution to problems involving public safety and quality. 
  • Assists the State QV Materials Engineer in coordination of State QV testing and research of materials documentation. 
  • Examine contract documents guidelines established by the Quality Organization to determine quality verification inspection needs and appropriate items to be included in the QV Audits. 
  • Attend and participate in weekly task-force meetings for construction schedule, quality organization, environmental, maintenance of traffic and others as assigned. 
 
Qualifications
To be considered for this opportunity at the Transportation Engineer 1 level, the following are required:
  • Associate’s degree and Engineer in Training (EIT) certification, OR
  • Bachelor’s degree in Civil or Structural Engineering
 
To be considered for this opportunity at the Transportation Engineer 2 level, the following are required:
  • One (1) year of experience as a Transportation Engineer 1Transportation Technician 3, or Bridge Engineer 1 and Engineer in Training (EIT) certification, OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, or Bridge Engineer 1 or equivalent, OR
  • Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, or traffic.
 
Candidates at either level will have:
  • Current’ driver’s license
  • Strong oral and written communication skills to write tactful, concise technical and administration correspondence and to communicate frequently. 
  • Ability to exercise sound engineering judgement and interpret and analyze construction contract plans, specification, permits, and other documentation for conformance with policies, regulations, and standards. 
  • Understanding of construction practices and engineering principles. 
  • Fluency in Microsoft Office (Word, Excel, PowerPoint, and Outlook)
  • Ability to traverse uneven terrain in various weather conditions, working around construction equipment next to high-volume traffic. 
  • Ability to manipulate and transport up to 40 pounds.
  • Certification as a Certified General Inspector within six (6) months of appointment.
Flexibility to adjust work schedule to coincide with contractor activities including the ability to work nights and long hours.
It is preferred that qualified candidates also have:
  • Design Build experience performing a variety of State Quality Verification inspection and material testing duties. 
  • Experience preparing Quality Verification audits on work that has been inspected and experience preparing audits on Design-Builder Quality Control and Quality Assurance processes. 
  • Fluency in the use of Primavera Contract Manager, Unifier, and SharePoint. 
  • Familiarity with WSDOT, SDOT, MUTCD, and AASHTO standards. 
  • Bachelor degree in Civil Engineering
  • Engineer in Training certification
  • Qualified tester status in aggregate, concrete, and hot mix asphalt density modules.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022. 
  • This is an in-training position that offers a career path and on-the-job training. This position allows you to progress upward through the Transportation Engineer field and achieve the goal class of a Transportation Engineer 2. Candidates will be considered for a Transportation Engineer1 or Transportation Engineer 2, depending on their qualifications. Annual salary levels for each position are:
    1. Transportation Engineer 1: $58,300 - $78,334
    2. Transportation Engineer 2: $64,285 - $86,461
