The Opportunity

The I-405/SR 167 Program executive leadership team is eager to hire an experienced engineer to serve as our next Engineering Manager, who will be responsible and accountable for the successful delivery of design-build and design-bid-build projects on the I-405/SR 167 corridors.  As the Utilities, ROW and Agreements Engineering Manager for the I-405/SR 167 Program, this position supports the Director of Operations by managing all Right of Way, Utilities and Agreements in support of the I-405/SR 167 Program. This position will be responsible for developing, implementing, and communicating the long-term vision for the program and is delivered to meet local, state, and federal standards.  This position will strategically manage the policies that ensure the most efficient management of large amounts of funds and workforce involved in the highway construction program.
 
What to Expect

Among the varied range of responsibilities held within this role, the Engineering Manager will:

  • Oversee the negotiations with local agencies and utility companies on financial contributions, right-of-way dedications and highway improvements as mitigation for their impacts on state highways while implementing regional and statewide policy direction and the agency’s broad vision.
  • Develop and implement policies that ensure the most effective and efficient management of funds and workforce involved with utilities and agreement writing organizations and right-of-way plans and acquisitions. 
  • Provide administration and leadership for all design and construction engineering activities and contract compliance for the construction program, including design-build and design-bid-build contracts within the program. 
  • Investigate and help resolve contractual disputes and claims. 
  • Ensure coordination of engineering activities with engineering support services, maintenance, public information, and traffic necessary for efficient and constructible contract plans. 
  • Lead the development of a well-trained, motivated, and diverse workforce, and restructure organizations to improve efficiency and eliminate duplication, de-layer to empower employees to have more control of procedure and outcomes, and more clearly identifiable accountabilities. 
  • Work with Asphalt Paving Association, Associated General Contractors, American Council of Consulting Engineers, and WSDOT HQ Construction and Bridge Design offices to develop and enhance construction contracts and project delivery. 
  • Ensure that safety is emphasized in daily planning of work and emphasize working safely as WSDOT’s top priority. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Professional Engineer (PE) license
  • Current driver’s license
  • Knowledge of the following areas:
    1. Highway and bridge construction
    2. Construction and contract administration,
    3. Managing project delivery techniques
    4. Principles of management
    5. Quality principles and tools
    6. Contract administration policy
    7. Construction contract law
  • Knowledge and experience related to design process, contract advertisement and award, WSDOT organization, merit system rules, affirmative action policies and laws, and union contracts.
  • Ability to develop and construct unique technical systems for large civil infrastructure, intelligent transportation systems, and environmental retrofits in sensitive natural environments with multiple stakeholders. 
  • Ability to develop and manage a complex multibillion dollar budget

 

It is preferred that qualified candidates also have:

  • Bachelor of Science in Civil Engineering
  • Eight (8) years of experience in delivering design and construction projects. 
  • Knowledge and experience of FHWA processes and requirements related to delivering federally funded projects 
  • Knowledge and experience in negotiating utility and local agency agreements and right of way settlements, etc.
