About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking multiple dynamic and experienced engineering professionals with exceptional leadership skills to lead the Olympic Region Construction and Project Development Offices. As the Project Engineer, you will lead and direct an engineering office of approximately 26 engineers and technicians that are responsible for the delivery of assigned design and construction projects. These roles require close coordination and cooperation with region staff, support groups, HQ, and regional partners to accomplish organizational goals and expectations. The ideal candidates will provide staff a balanced workplace, promoting training and development for professional growth and upward mobility, employee safety, workforce diversity, and pride in ownership.

What to Expect
Among the varied range of responsibilities held within this role, the Project Engineer will:

  • Provide leadership, management, and engineering oversight to a field office responsible for the delivery of design and construction projects. 
  • Ensure assigned projects are delivered on schedule, within budget, and have appropriate QA/QC to ensure deliverables are constructible and maintainable.
  • Collaborate and build effective working relationships, internally and externally, to accomplish organizational goals.
  • Develop and implement project communication and outreach strategies.
  • Implement Practical Solutions during project development.
  • Oversee scope, schedule and budget issues affecting assigned projects.
  • Utilize effective engineering techniques and sound engineering judgment.
  • Analyze and develop workforce strategies to address recruitment, retention, training, and development.
  • Provide training opportunities and coach and mentor staff to ensure successful project delivery for projects that utilize alternate delivery methods.
 
Qualifications
To be considered for this opportunity, the following are required:
  • A Professional Engineering license in the State of Washington or be licensed as a Professional Engineer in another state with the ability to obtain licensure in Washington State within 6 months of employment.
  • A strong engineering background with experience managing construction contracts and/or managing PS&E development. 
  • Experience managing/supervising a diverse workforce.
  • Excellent knowledge of design and construction principles and practices, contracting methods and procedures, stewardship agreement, and program (budget, schedule, environmental, quality, etc.) accountability.
  • Strong skills in establishing plans and setting objectives and goals that support overall program strategy/results; monitoring, measuring performance, and making necessary course corrections to the same.
  • Excellent skills in effective communication with employees and the public.
  • The ability to evaluate, coordinate, and respond to customers.
  • Skills to make timely and effective decisions in the best interest of the department.
  • A strong working knowledge of leadership and management principles.
  • A valid driver’s license to drive state vehicles to job sites. 

It is preferred that qualified candidates also have:
  • Two (2) years of progressively responsible experience as a licensed professional engineer in construction or design of highways, bridges, and related structures. 
  • Four (4) years of demonstrated and progressively responsible managerial/supervisory experience in managing a diverse workforce. 
 
Important Notes 
  • This recruitment will be used to fill vacancies located in Aberdeen, Port Orchard and Lacey; and may also be used to fill additional vacancies per business needs throughout the Olympic Region. 
  • These positions require a Professional Engineers License issued by the State of Washington. License holders from other states will be required to obtain a WA State PE license within six (6) months of appointment. 
  • Periodic weekend work will be required for delivery or emergency responses as needed. 
  • This position requires frequent travel of less than 70 miles round trip.
  • This position offers flexible/hybrid remote work options.
