The Opportunity
WSDOT’s is seeking multiple experienced engineers to join our Plans, Specifications & Estimates (PS&E) review team. This position is responsible for the quality and final review of all aspects of the PS&E for various types of highway construction projects. The quality reviews check for biddability of the construction features to ensure projects meet current standards. Additionally, this position will ensure that all design documentation, permits, agreements, and right of way processes are complete before Advertisement. This includes confirming with Program Management that funds are available for the project. In this role, you will directly support the agency's mission by aiding in the advertisement and award of highway construction projects.
 

 What to Expect.
 
Among the varied range of responsibilities held within this role, the Plan Reviewer will:

  • Review PS&E submittals for completeness and readiness for advertisement. 
  • Assist project design offices in understanding complex contract issues, and state and federal requirements to advertise construction contracts as they relate to highway construction projects.
  • Plan, schedule and monitor activities to ensure projects achieve advertisement dates as scheduled.
  • Keep management, design and construction offices, specialty groups and other interested parties informed of the status of multiple projects and readiness for advertisement to contractors.
  • Review active on-going contract documentation and contractor work for adherence to the contract provisions, permits and environmental and legal requirements.
  • Meet with engineers and technical support teams to discuss issues, interpret plans and special provisions, review schedules, and make recommendations for solution of complex issues.
  • Participates in project constructability and roundtable meetings; reviews and comments on GSP revisions, standard plan revisions, and other process improvement activities. 
 
Qualifications
To be considered for this opportunity, the following are required:
  • Knowledge of National, State and local requirements relating to highway construction   contracts.
  • Knowledge of WSDOT program management, development, and delivery procedures.
  • Knowledge of WSDOT contract advertisement and award procedures.
 
It is preferred that qualified candidates also have: 
  • The ability to communicate efficiently, effectively, and respectfully both written and verbal. 
  • The ability to read, understand, and interpret engineering plans and specifications. 
  • Proficient use of computer software and hardware.

  • The salary listed for this position includes a legislative approved 5% premium for workers in King County.
