The Opportunity

WSDOT is eager to hire an engineering specialist to serve as our next Toll Program Control & Management Engineer supporting our Toll Division. This technical program specialist will provide project management, review, and analysis of Toll-funded projects. This position will serve as the Toll Division liaison and coordinate with various programs throughout WSDOT’s Northwest Region (NWR) as well as other regions program management and traffic offices, Megaprogram project offices, and WSDOT Headquarters Capital Program Delivery Management to coordinate, track, and monitor impacts related to both toll and facility for current and future toll facilities.
 
What to Expect

Among the varied range of responsibilities held within this role, the Toll Program Control & Management Engineer will:

  • Manage all toll funded projects and activities statewide, managing a multimillion dollar budget.
  • Utilize engineering expertise and project management background to manage and monitor toll-funded capital projects, as well as maintenance and operations activities
  • Provide updates and report on toll funded program expenditures.
  • Work with Toll Operations, Regions Maintenance, Project Offices and HQ CPDM to validate project engineering report data used in reports and presentations.
  • Work with Toll Development and Operations team to manage and track project updates monthly and provide feedback on the comparison between original scope, schedule, and budget assumptions and actual implementation. 
  • Attend all Region Quarterly Progress Review meetings to monitor capital projects that are either toll funded or have impacts to toll facilities 
  • Serve as a subject matter expert for all agency toll-funded capital projects. 
  • Assist in developing toll budget by incorporating updated scope, schedule, and budget assumptions of toll projects and to corresponding impacts to toll facilities to inform budget requests as necessary. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 3 or equivalent, OR
  • Two (2) years of experience with either capital projects, program management, or budget process. 

 

In addition to:

  • Bachelors degree in engineering, project or program management, budgeting, finance, accounting or other related field. 
  • Current driver’s license
  • Thorough knowledge of technical engineering practices and departmental policies, procedures, and standards. 
  • Ability to manage and administer multimillion dollar budgets. 

 

It is preferred that qualified candidates also have:

  • Experience with Toll and/or Ferries operations
  • Knowledge and understanding of Program Development and Program Management principles. 
  • Knowledge and experience with Microsoft Office, mainframe applications (CPMS, TRAINS, etc.), and web based applications (FIRS, Cognos, Enterprise Reporting, etc.).
