The City of Tualatin is actively recruiting for an Engineering Associate. The successful candidate will be responsible for performing construction inspections, managing engineering projects, evaluating technical calculations, utilizing design and drafting software, and providing general administrative support on a variety of projects.  The successful candidate will review civil engineering designs, work with CADD/GIS systems and Bluebeam design software, and perform engineering work related to development and capital projects.  This position will require interaction with other agencies such as Clean Water Services, Oregon DEQ, Washington County, Clackamas County, and the Oregon DOT.  An exciting part of this position involves working with property owners, developers, contractors, consultants, and staff from a range of organizations.

The City has one position open and will hire at either the Engineering Associate or Engineering Technician Level, depending on the candidate pool. Please apply for the position that most closely matches your knowledge, skills, and abilities.

Along with a step increase for passing a probationary period, this position is scheduled for a 1.5% increase on July 1, 2022, and another 1.5% increase on January 1, 2023. 

ESSENTIAL DUTIES & RESPONSIBILITIES:
Plan Review: 
  • Review engineered plans and specifications for a variety of public works, franchise utilities, and private development projects to ensure compliance with City and other Agency standards and conditions of approval.  
  • Communicate results of plan reviews with applicants and engineers.
  • Coordinate with other governmental agencies and City departments as needed to obtain approval for each project.
  • Issue permits and update electronic permit tracking software to reflect project status.
 
Construction Inspection: 
  • Contact and coordinate with private contractors, private developers, consultants and individual property owners regarding construction work and engineering projects.
  • Inspect public works, water quality, and franchise utility construction projects for compliance with plans/specifications and city codes.
  • Inspect condition of streets, water quality facility, and other public improvements.
  • During construction seasons, majority of the work day may involve time in the field performing construction inspection.
 
Teamwork:
  • Coordinate with other team members to provide updates to the Public Works Construction Code and Standard Details.
  • Manage consultants and work as part of a team delivering capital projects for the City.
  • Attend and participate in public meetings and meetings with partner agencies.
QUALIFICATIONS:

EDUCATION AND EXPERIENCE: Bachelor's Degree from an accredited college or university in Civil Engineering, or related field, and one year of experience in professional civil engineering or a related field. Alternately, a combination of training and experience which would provide the required knowledge, skills and abilities to perform the essential functions of the position will be accepted. The City will make the final determination on whether the training and experience is satisfactory.

Certificates, Licenses, Registrations:  Registration as an Engineer-In-Training  (EIT) and possession of a valid driver's license with satisfactory driving history.

Knowledge Knowledge of Permit requirements and construction inspection, based on experience, for civil engineering projects. Knowledge of the basic principles, practices, procedures, and standards related to City public works and private development. Knowledge of civil engineering principles, practices, and methods applicable to office and fieldwork involving the design, construction, inspection, and maintenance of projects.

Understanding of construction inspection for civil engineering projects including an understanding of typical municipal permit requirements and inspection of private development construction projects.
 
Reasonable knowledge of design, construction, inspection, maintenance, and operations of municipal public facilities. Knowledge of consulting contracts, scopes of work, and engineering design cost estimates.
 
Reasonable experience using CADD to develop civil engineering design and construction documents.
 
Ability to interpret and apply construction plans and specifications for civil engineering projects.
 
Mathematical Skills & Abilities: Ability to perform mathematical calculations and accurate design computations and drawings. Ability to perform a variety of engineering calculations such as trigonometry, calculus, and algebraic formulas needed to apply civil engineering concepts related to site development and municipal infrastructure such as water supply, sanitary sewer, stormwater, and transportation.
 
Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries from customers, regulatory agencies, or members of the community in a professional manner.  Ability to write articles for publication that conform to prescribed style and format.  Ability to effectively present information to the City Engineer, City Council and the public.
 
Computer Skills: Ability to use personal computers, computer hardware and software applications. Ability to learn and apply the City's permit tracking system, TRAKiT. Ability to develop and use complex excel spreadsheets for performing engineering calculations.  Experience with civil engineering software such as CADD, GIS, stormwater software, project scheduling software,  Bluebeam, and related equipment and programs typically used in an engineering office.  .
 
Special Skills: Ability to interpret drawings in the field, identify conflicts, and resolve field changes with minimal supervision and in coordination with the construction team in order to obtain code compliance. Ability to review and evaluate water quality facilities for compliance with regulatory requirements. Utilize basic field and survey equipment.

While performing the duties of this job, the employee is occasionally exposed to fumes or airborne particles; outside weather conditions; risk of electrical shock and vibration. The noise level in the work environment is usually moderate.

The duties for this job require mobility to work in a standard office setting and use standard office equipment, including a computer; operate a motor vehicle; visit and inspect various City development sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.  Approximately 50% of the incumbent's time will be spent performing field inspection work requiring walking at inspection sites; standing in work areas and walking between work areas.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  The employee may occasionally bend, stoop, kneel, reach, push, and pull materials and objects weighting up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
 
While performing the duties of this job, the employee is spends approximately 50% of work time in an office environment, and  50% of time in various outdoor settings where the employee is occasionally exposed to loud noise levels, hot and cold temperatures, hazardous physical substances, fumes or airborne particles, road hazards, and mechanical and/or electrical hazards.
