Job Description:

Salary range is $115k to $195k, with a midpoint of $155k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

 

GENERAL PURPOSE: 

Under direction of the Stride Bus Rapid Transit (BRT) Deputy Program Executive,  the Deputy Project Director - BRT directs, manages, supervises, and coordinates design, construction and project delivery elements of the Bus Rapid Transit Program through the project lifecycle. Coordinates assigned activities with other programs and divisions throughout the Agency and major external partners including Washington State Department of Transportation (WSDOT), Federal Transit Administration (FTA), and Federal Highway Administration (FHWA). Manages and supervises assigned staff and consultants; assists the Deputy Program Executive in strategic oversight including planning, directing, and managing BRT Program activities.

ESSENTIAL FUNCTIONS:

• Plans, directs, coordinates, reviews and assesses the work of assigned staff, consultants and contractors; assigns and monitors work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations to the Deputy Program Executive and Program Executive.

• Develops, manages, and implements strategies to ensure design, construction, permitting, right of way, commissioning, start-up/testing, safety certification, and activation activities are coordinated and integrated successfully for the Stride BRT program to achieve performance goals and objectives for scope, budget, schedule, risk, safety, security, and quality. Provides comprehensive analysis and coordinates resolution of complex issues involving cost, schedule, quality, safety and risk considerations with the Deputy Program Executive and project management team.

• Coaches, trains and motivates the project team; coordinates and/or provides staff training; manages project team relations; manages the workflow and prioritization of work and measures the performance of the project scope, schedule and budget. Manages staff and consultants and takes appropriate corrective action when necessary; provides advice and counsel to staff and the Deputy Program Executive. Develops work plans, budgets and schedules for staff and consultant work; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary to effectively and efficiently deliver the project.

• Delegates decisions to the lowest possible level, uses mistakes as learning opportunities and clearly articulates what impactful decisions are made by the role.

• Sets clear performance expectations for quality, timeliness, project priorities and values based behaviors.

• Embraces agency values in activities and focuses on internal and cross-departmental collaboration to reach successful outcomes on matters that impact BRT and other agency projects.

• Assembles, directs, and manages the design and construction teams consisting of staff and consultants to ensure achievement of key project milestones and design quality within the project budget.

• Negotiates and secures matrixed staff resources from relevant Sound Transit departments and ensures close coordination with the general engineering consultant team and other consultant resources.

• Advises leadership on key program issues and decisions and resolves issues and disputes within assigned area at the correct level.

• Provides policy and staff assistance to the Deputy Program Executive; summarizes and analyzes program issues and provides recommendations to the Deputy Program Executive on strategies to resolve these issues; recommends modifications to functional areas, policies, standards and procedures as appropriate; and conducts follow-up to ensure that the issues have been resolved and that the project remains on schedule.

• Serves as back up to Deputy Program Executive as needed.

• Provides support to the department and others on matters as directed; other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in civil engineering, construction management, transportation/urban planning, or closely related field. Six years of experience managing design and/or construction of large, complex public transit projects, including alternative project delivery methods and four years of leadership, budgetary, planning and workforce management experience; OR a combination of education and experience.

Required Licenses or Certifications: 

None.

Preferred Licenses or Certifications: 

• Valid Professional Civil Engineer license issued by the State of Washington.

• Certified Construction Manager (CCM) issued by the Construction Management Association of America.

• Project Management Professional (PMP) Certification by the PMA.

Required Knowledge and Skills:

• Principles and standards of civil, mechanical, electrical and communication systems for transit/transportation.

• Project management principles and practices for a range of alternative project delivery methods.

• Transit systems, operations, maintenance, fire life safety systems, facilities, and planning.

• Public transportation construction principles and practices.

• Advanced principles and practices of governmental project controls, budget preparation, contract administration, change management and contract performance assessment.

• Project development and management processes and operations of public infrastructure facilities.

• Management of general engineering consultant and other professional services contracts, construction contract procurement, contract management and evaluation.

• Policy, procedure, and best practices development and implementation.

• Risk assessment and strategic planning.

• Pertinent federal, state, and local laws, codes, and regulations as they apply to transit/transportation construction, permitting and operations.

• Principles of financial management (expenditure tracking, earned value, variance identification, revenue tracking).

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

• Advanced principles and practices of governmental budget preparation and administration.

• Excellent oral and written communication skills, effective presentation skills, and familiarity and comfort engaging with elected officials and the media.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Principles of supervision, training, and performance evaluation.

• Managing large, complex public infrastructure projects during design and construction.

• Performing high-level negotiations and collaborating with local jurisdictions and agencies, project partner and key stakeholders, utilities, consultants, contractors, and community groups.

• Applying excellent oral and written communication techniques to inform and address concerns from various individuals ranging from Agency employees, consultants, contractors, the general public, elected officials, community leaders, and local, state, and federal agencies.

• Applying advanced project management, program development techniques and project control techniques and principles.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, and procedures for the Stride BRT Program.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment, with periodic visits to project sites.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
