Job Description:

Salary range is $105K to $185K with a midpoint of $145K. New hires typically receive between minimum and
midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  

Under general direction and in support of the Director of Technical Standards and Requirements, directs, manages, supervises and coordinates the development, implementation, and maintenance of agency technical standards, requirements, and procedures necessary to support the agency’s capital projects and operational support within the Engineering Division of the Portfolio Services Office (PSO) Department of Sound Transit. In support of the Director, directs assigned processes of fundamental design for all Sound Transit modes for over $65 billion dollars of assets spread across 116 miles of track and over 100 stations and operations facilities. Provides technical oversight and direction of the administration and implementation of assigned technical standards and requirements management for all Sound Transit modes from planning, design, construction and in to operation to ensure that all projects (system expansion and non-expansion) successfully meet identified agency needs.  With limited direction from Passenger Experience Office, plans, manages, and coordinates requirements for operationalization of passenger focus across system expansion and non-system expansion projects. Focus areas will include passenger persona workshop implementation and fostering a culture of actioning on insights gleaned through workshops. Develops and implements systems integrated into project team structures through the Project Management Playbook being developed by Portfolio Services Office to bring changes to projects that mitigate challenges passengers would otherwise face. Coordinates with Passenger Experience Office to raise awareness of passenger experience (PX) action-log system and further integrate passenger-first thinking into the design and engineering phases of projects early on. Review and influence contract specifications to ensure passenger experience is considered on all phases of capital projects.

Supports Engineering Leadership as manager of Engineering Division consultant contracts to ensure technical standards, requirements and procedures are issued and maintained in compliance with agency procedures to support project needs and agency strategic goals within the assigned Engineering Division budget. Accountable for leading the development of station standardization thru collaboration with other engineering and architecture disciplines, agency divisions, departments, programs, consultants, contractors, outside agencies, and the public. Accountable for managing and monitoring development of repair or enhancement standards that support Sound Transit’s operating system in collaboration with matrixed staff from other business units and use of consultants.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Assists the Director of Technical Standards and Requirements in directing the processes and procedures for design of all Sound Transit modes for over $65 billion dollars of assets spread across 116 miles of track and over 100 stations and operations facilities.    

• Leads, plans, directs, coordinates and manages the work of consultants and matrixed staffs in the development, implementation, and maintenance of the Engineering Division standards, requirements, and procedures for all modes. Provides constructive feedback; reviews and evaluates work and makes effective suggestions, recommendations and decision on behalf of Technical Standards and Requirements.

• Monitors and evaluates use of Engineering standards, requirements, and procedures to ensure they are interpreted and applied consistently. Ensures any necessary modifications or corrections are made to mitigate cost or risk to the agency.

• Represents agency in area of Station Requirements and Standards, providing technical expertise and judgement in support of application of agency standards, requirements and procedures. Serves as the liaison for the Station Technical Standards and Requirements function of Engineering with other divisions, programs, departments, outside agencies, Agency Board members, elected officials, media, local community groups and the general public; Identifies and communicates agency risk issues and provides roadmaps of mitigation recommendations involving complex business problems.

• Supports Engineering Leadership as manager of Engineering Division consultant contracts to ensure technical standards, requirements and procedures are issued and maintained in compliance with agency procedures to support project needs and agency strategic goals within the assigned Engineering Division budget. 

• Work with Passenger Experience Office, Portfolio Services Office and project team leadership to support incorporation of actionable insights into project development.

• Influences integration of passenger experience into capital projects through technical and contract requirements.

• Coordinates integration of passenger experience needs and feedbacks during development of technical requirements, specifications, manuals and plans.  Develop an action-log review and tracking process to ensure insights gleaned are considered during update and development of technical requirements, specifications and manuals.

• Assists the Director and Chief Engineer in the development and administration of the division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; ensures that division, and where applicable individual project(s), expenditures and cost estimates are adequately documented and monitored throughout the division and to their completion; review and approve division expenditures; and implement adjustments. 

• Accountable for managing and monitoring development of repair or enhancement standards that support Sound Transit’s operating system in collaboration with matrixed staff from other business units and use of consultants.

• Presents and provides training to diverse audiences including technical and executive management on technical documents.

• Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.

• Provides support to the department/division and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

• Provides other support to the department as directed.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in any engineering or closely related field and six years of experience in the area of civil, architectural or systems engineering design and construction experience that includes four years of leadership, budgetary, planning and workforce or consultant management experience, preferably in rail or transit environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

• Valid state driver’s license.

Preferred Licenses or Certifications:

• Certified Systems Engineering Professional (CSEP).

Required Knowledge and Skills:

• Advanced principles, practices, and tools of requirements management.

• Operations, services, and activities of heavy civil and systems engineering design and construction programs.

• Senior professional and/or technical expert knowledge of industry engineering principles and practices.

• Advanced principles and practices of program development and administration.

• Contract and procurement strategies and management principles.

• Policy and procedure development. 

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

• Administration and management of the Sound Transit technical requirements manual, standards, procedures and specifications, which is the basis of the design for all project work.

Physical Demands / Work Environment: 

• Work is performed in a standard office environment with visits to construction sites, as needed.

• Subject to normally standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
