General Position Summary
  • $0 Cost Medical.

This position performs administrative and professional engineering work, checking all civil Capital Improvement Program (CIP) and private development plans and subsequent construction for compliance with city standards and sound engineering practices. Manages and leads the activities of the Engineering department.  Keeps mayor and council informed on status of Engineering projects.  Responds to citizen complaints.  Assists Public Works in solving drainage and road construction problems and in completing capital projects.  Supervises all employees in the Engineering Department.  

 


Examples of Responsibilities

 

  • Assists in planning and coordinating the City’s Capital Improvement Plans (CIP).
  • Plans, directs, and coordinates the design and construction of all public projects, including streets, highways, sidewalks, multi-use paths, drainage systems, bridges and recreational sites.
  • Supervises and coordinates the traffic control planning and design functions, including surveys of traffic flows and conditions, analysis of findings and preparation of plans for changes and improvements.
  • Supervises and coordinates the City Stormwater and Floodplain programs.
  • Manages department, including personnel actions, leave, pay, appraisal, coaching, budgeting and procurement, and other day-to-day activities.
  • Reviews all development plans submitted to the City and participates in Technical Review Committee. 
  • Checks design of infrastructure systems for compliance with standards and sound engineering practices.
  • Resolves design problems with developers and their consultants. 
  • Coordinates construction with various city departments, utilities, neighboring governmental agencies.  
  • Administers City’s contracts for infrastructure improvements and authorizes changes to plans.
  • Assures design compliance and authorizes payment. 
  • Resolves construction problems. 
  • Inspects infrastructure improvements for compliance and authorizes acceptance into City’s maintenance program.
  • Researches, prepares and presents studies and plans for disposition by the City Council and other official bodies.
  • Advises elected and appointed officials on civil engineering matters.
 Job Conditions:
  • Job requires some outside work at various construction, drainage or road sites.
  • Job may require nonstandard working hours to meet deadlines, to attend evening meetings and work sessions, to be available during emergency/storm events and occasional work on weekends.
  • Must maintain strong background and performance records.
  • Must maintain driver’s license to drive independently, with strong driving record; and records are periodically checked by the City.
  • Strong background required, due to accessibility to sensitive or proprietary information.
  • Demonstration of a high level of judgement and discretion required for maintaining confidential and sensitive information.

 


Minimal Qualifications

 

  • Engineering degree with major in civil engineering.
  • Registration as a Professional Engineer (PE) in the State of Alabama or within another state with ability to register in Alabama within one (1) year.
  • Minimum ten (10) years experience in civil engineering preferred, with at least three of the years of experience subsequent to earning PE designation.  
  • Thorough demonstrated knowledge of utility, drainage, road construction and project and contract management.  
  • Experience with design and the use of design software in one or more of the following subject areas:  civil structural, drainage, road design and/or signal design.
  • Supervisory and/or leadership experience is a plus.

 


Supplemental Information

 

  • Strong background in hydrology, hydraulics, soil mechanics, surveying, highway geometry and engineering, engineering economics, and design and application of traffic control devices.
  • Strong background in traffic planning, speed studies, signal warrant studies, etc.
  • Strong familiarity with utility planning and environmental planning.
  • Basic knowledge of site design and adopted civil construction codes.
  • Strong skills in contract and large-scale engineering project management and estimating costs.
  • Strong project management, organization, process improvement, customer relations and prioritization skills.
  • Strong communication skills and ability to develop and present clear, concise comprehensive technical reports, correspondence, public presentations and other materials.
  • Strong performance management skills, and skilled at hiring, training, appraising, counseling, disciplining, and consistently applying personnel policies and procedures.
  • Strong leadership skills to align personnel with the goals and objectives of the department, and in best accomplishing customer service and process efficiency.
  • Skill at gathering and evaluating input for decision-making.
  • Adept and diplomatic at managing relationships between subordinates and superiors (e.g., elected officials) and subordinates with each other and the public and with personnel in other departments.
  • Skill with budgeting and budget enforcement and reporting.
  • Skill with design and the use of design software in one or more of the following subject areas:   civil structural, drainage, road design and/or signal design.

Physical Capabilities:
  • Must be able to inspect construction projects, drainage problems, traffic conditions and citizen complaints;
  • Ability to communicate verbally and in writing with public;
  • Ability to address and present to groups of people;
  • Ability to work on computer for extended periods of time;
  • Must be able to travel and drive;
  • Ability to work 14 hour days (occasionally).
