Washington State Department of Transportation (WSDOT) Construction Materials office in Tumwater, WA is currently seeking a Transportation Engineer 3 to serve as the Construction Quality Audit and New Products Engineer. This position serves as the statewide technical program specialist for the material documentation review portion of the Construction Quality Audits on Design Bid Build and Design Build state contracts. This includes determining the compliance of construction materials documentation with the requirements of the Standard Specification, Contract Documents, and the Construction Manual. This individual is primarily responsible for adherence to Materials Approval, Acceptance and Field Verification practices along with any other materials contract documentation as described in the WSDOT Construction Manual, Standard Specifications, and contract documents. The Transportation Engineer 3 prepares necessary correspondence, writes audit reports, presents information found to Project Offices and assists in the compilation of the Executive Summary of the Construction Quality Audits and tracks when Construction Quality Audits have to occur for both Design Bid Build and Design Build Project Offices. Additionally, this position serves as the statewide technical program specialist for the WSDOT HQ Materials Quality Assurance New Product Program and reports to the Assistant Materials Quality Assurance Engineer. This position also represents the WSDOT as a liaison between the Manufacturer’s representatives of construction materials and WSDOT Subject Matter Experts (SMEs), determining the appropriate procedures for the evaluation of new construction materials that do not contain current WSDOT Specifications requirements. This incumbent in this position corresponds and works with WSDOT SMEs in spearheading and establishing new WSDOT specifications requirements and determining appropriate Approval and Acceptance criteria for construction materials for future adherence to the WSDOT and FHWA stewardship agreement. The New Products process requires this position to analyze product information, determine the best course of action to evaluate the product, contact and coordinate with the SMEs within the Department and facilitate the review and specification development process for the New Product submitted.
