Description: The MDTA is seeking a driven professional to serve as the Structures Engineering Manager to lead the Office of Engineering’s Structures Division.  
 
 Duties of this position include but are not limited to:
  • Implement and achieve the MDTA's goals of system preservation and enhancement relating to structural inspection, condition assessments, complex engineering design and rehabilitation involving various components of the MDTA's surface transportation system;
  • Provide review, supervision, and direction to professional engineers for all MDTA projects involving structure types including retaining walls, highway tunnels, vent buildings, high mast light poles, cantilever and overhead sign structures, fixed span bridges, a movable bridge [bascule girder], and the State’s most complex signature structures (i.e., Bay Bridge [main span is suspension cable], Key Bridge [suspended span thru truss], Tydings Bridge [deck truss], Fort McHenry Tunnel [submersed tube], etc.);  
  • Provide immediate response to emergency situations such as bridge/tunnel closures due to accidents, etc. to perform essential engineering inspection and design services to reopen the structures as quickly as possible; 
  • Coordinate maintenance and construction projects, direct various multi-million-dollar projects from concept to design, procurement and construction; 
  • Serve as the lead with regard to the Structures unit in budget planning, development and control for Operating and Capital budgets;
  • Administer all permits for overweight loads traveling through Maryland on MDTA's road system;
  • Research, evaluate and assess construction methods relating to structural rehabilitation and design, material products, and inspection methods for implementation and perform value-engineering analyses;
  • Manage the preparation of plans and specifications using Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Project, and Microstation (CADD);
  • Manage the performance of structural engineering analyses that require proficient use of Merlin Dash, LARS, STAAD, and other engineering software;
  • Oversee the Annual Facilities Inspection Program;
  • Oversee the Structures Asset Management Program;
  • Develop and review divisional policies and procedures;
  • Coordinate the procurement and manage large consultant engineering contracts and large capital budget allocations; 
  • Provide technical expertise, engineering oversight and direction of in-house and consultant Professional Engineers for all aspects of structural design, construction, inspection, asset management, planning studies, preventative maintenance, restoration and preservation, rehabilitation and replacement programs and projects.
 This position reports directly to the Deputy Director of Engineering.  The position is located in Baltimore, Maryland.

Qualifications

PREFERRED QUALIFICATIONS:

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at time of appointment.

Experience: Three (3) years of experience managing engineering projects as a licensed professional engineer.  Two (2) years of this experience must include managing structures engineering projects.  

The ideal candidate will also possess:

  • Bachelor of Science, Civil Engineering (BCSE) with a concentration in structures
  • Professional Engineering License in Civil Engineering
  • Federal Highway Administration (FHWA) Bridge Inspector's Certification
  • Federal Highway Administration (FHWA) Tunnel Inspector's Certification

Licenses & Certifications

1.  An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland Professional Engineer license within twelve (12) months of appointment. Evidence of out of state license must be presented at time of appointment.

2.  Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.  Applicants must list the license number and date of expiration on the application.  

Notes:

1.  Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.
2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
