The Opportunity
WSDOT Eastern Region Program Management Office is seeking an accomplished individual to serve as the Programming Engineer (TE4) to develop the highway construction program for the region. In this role, you will develop projects that improve and preserve Region assets for inclusion in the Statewide Capitol Improvement and Preservation Program (CIPP). This position will apply specialized training, broad engineering experience, and processional judgement in analysis of complex programming, engineering, and scoping issues. As the Region authority on project prioritization, scoping, and scheduling, coordination with other region and HQ offices is critical.

What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Coordinate Region construction program with Region Management, Traffic, Material Lab, Maintenance, Environmental, Real Estate Services and the Region Project Offices.
  • Serve as the Region authority on project prioritization, scoping, and scheduling. 
  • Review and/or produce technical documents. 
  • Make all decision about how to accomplish the required work within the schedule and budget provided. 
  • Input data into various computer programs including CPMS, TRAINS, TRIPS, FIRS, WSPMS.
  • Responsible for scoping all potential improvement projects and a portion of the preservation projects in the Region.
  • Communicate with in a collaborative effort to ensure program priorities and project scoping standards are understood, properly prioritized, and with funding allocations for balance of statewide program.
  • Provide assistance to Region Administrator and other managers in the Region and Headquarters for special projects. 
  • Represents Region on policy committees, highway safety groups, or paving task force.
  • Plan, develop, schedule, estimate, and coordinate project summary development and scoping for other Regions a requested.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as Transportation Engineer 3, or equivalent such as Bridge Engineer 3 or Transportation Planning Specialist 3. 
  • Possession of valid driver's license is required.
  • Ability to input data into computer programs. 
  • Working knowledge of the WSDOT Design Manual. 
  • Experience operating a computer and computer software to produce reports and other documents.
  • Ability to work independently with only general direction and minimal supervision. Uses skills and abilities to complete complex tasks, including deciding which processes to use.
 
It is preferred that qualified candidates also have:
  • Experience estimating and scheduling complex transportation engineering projects.
  • Ability to work with various computer programs including CPMS, TRAINS, TRIPS, FIRS, WSPMS or their equivalent.
