The Oregon State Marine Board (OSMB) is Oregon’s recreational boating agency dedicated to safety, education, and access in an enhanced environment. This goal is achieved through the registration, business services, boating facilities, boating safety and administrative programs of the agency. There are 39.5 FTE budgeted positions at the Marine Board. This position resides in the Boating Facilities Program, whose general purpose, through partnerships, is to provide quality, safe and accessible boating access.

The Marine Board does not own or operate any boating access facilities.  The Boating Facilities Program collaborates and partners with governmental entities by providing state and federal matching grants for the acquisition, planning, development and maintenance of boating access facilities. In limited cases private marinas are eligible for federal grant funding.  In addition, the Program provides technical assistance in the form of design, engineering, surveying, environmental permitting, project planning and recreational boating advocacy.

What You Will Do

This position is the agency’s engineering expert and will review and approve as the OSMB Engineer of Record, professional and technical engineering work, provide civil engineering design, topographic and bathymetric survey for the development, renovation and improvements of recreational boating access sites in Oregon.

What We Are Looking For

A valid Professional Engineer's (PE) license in Civil, Structural, or Transportation-related engineering and three (3) years of journey level professional engineer experience.

Candidates who are the most competitive will also reflect the following:

  • Thorough knowledge and understanding of engineering principles.
  • Advanced engineering judgement and ability to apply engineering principles in complex situations.
  • Working knowledge of contracting and construction
  • Excellent communication and interpersonal skills used to effectively work with coworkers, stakeholders, public and contractors
  • Experience writing technical reports, construction inspections, and other correspondence.
  • Must be detailed oriented, able to meet strict deadlines, prioritize workloads and perform duties with limited supervision.
  • Required use of MS Word, Excel, Access
  • Experience with AutoCAD and Civil3D or similar CAD software is desired.
  • Experience using electronic survey equipment and data collection is desired.
  • Experience and understanding of hydrology is desired.
  • Motorized and nonmotorized boating experience is desired
