Purpose of Position/Summary:

Incumbent's primary responsibility is to provide support to the District Traffic Engineer by representing the traffic and safety interests as capital projects are planned, developed, and constructed.

Essential Duties/Responsibilities:

Guides designers and reviews maintenance of traffic as well as traffic signal, signing and marking plans of capital projects and permits

Acts as a liaison to District Construction to address traffic related questions and concerns. Provides expertise in traffic engineering for active projects.

Conducts audits of various construction and permit projects evaluating maintenance of traffic setups, speed limits, queues and overall safety concerns

Attends field checks, pre-construction meetings, and pre-final inspection walk-throughs of construction projects representing the traffic and safety interests

Reviews pavement marking documentations from contractors and provides feedback and approvals for final pavement marking installations

Prepares requests for exceptions to the Interstate Highways Congestion Policy

Assists the District Traffic Engineer with various traffic study and project planning tasks

Performs complex traffic analysis utilizing traffic analysis software

Represent the District Traffic Engineer at various meetings with public officials

Performs other duties as assigned

Job Requirements:

Civil Engineer with Bachelor of Science Degree in related field;

Licensed as Professional Engineer in state of Indiana;

Must possess valid Indiana Driver’s License;

Ability to comprehend and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans and specifications and related data; define problems, collect data, establish facts and draw valid engineering/technical conclusions; use statistical analysis; cooperate with coworkers on group projects; handle routine and sensitive contacts with government officials, consultants, contractors and general public.

Supervisory Responsibilities/Direct Reports:

May coordinate the work of lower-level engineers, technicians and/or support personnel.

Difficulty of Work:

Work performed can vary from routine to high degree of difficulty. The work requires specialized knowledge of civil engineering, design and cost estimating, and environmental concerns. Employee works within established guidelines under general supervision. Employee exercises judgment and decision making regarding district design engineering work. Work is carried out under the specifications and guidelines based on established policies and procedures.

Responsibility:

The position will be expected to effectively and efficiently manage multiple projects in multiple phases at any given time. The projects managed will vary in size, scope, schedule and cost. In addition, this position must ensure that recommendations meet state and federal regulations. Failure to consider pertinent facts could lead to inefficient utilization of state funds as well as traffic crashes and/or congestion.

Personal Work Relationships:

Works with central office, district and sub district employees in INDOT as well as consultants, contractors, police officers, elected officials and motoring public.

Physical Effort: 
The position may be required to climb up and down roadside embankments when working in the field as well as walk long distances when making measurements.

Working Conditions: 
Field work can involve unpleasant weather conditions and exposure to dangers from working along the edge of travel way.
