Job Summary:  The Utility Engineer Manager manages a division of 70+ professional staff members responsible for the review, development, and implementation (project management and construction inspection) of the capital improvement program for the water and sanitary sewer systems; coordination of departmental efforts to reduce/eliminate sanitary sewer overflows to comply with the Clean Water Act and other requirements of the U.S. Environmental Protection Agency and the Virginia Department of Environmental Quality’s 2007 Hampton Roads Regional consent order; assessment of the city’s water supply needs; operation and maintenance of the Lake Gaston and Stumpy Lake supply projects; and the provision of engineering technical support in other areas such as water quality, groundwater monitoring, map maintenance, record keeping, and regional water and sanitary sewer issues.

Duties:  Individual will provide overall management of the Engineering Divsion of Public Utilities, which include:

  • Manages a division of  70+ professional staff members including Engineers, Technicians, Inspectors, Surveyors, and Administrative staff;
  • Oversees the development and implementation of a $35M per year Water and Sanitary Sewer Capital Improvement (CIP) budget;
  • Responsible for preparation and administration of a $10M division operating budget
  • Provides oversight for short-term and long-term planning for municipal water and sanitary sewer facilities;
  • Oversees the Engineering Administration, design and construction of CIP projects;
  • Oversees the development, technical support, and maintenance of Geographic Information Systems (GIS) for sanitary sewer and water infrastructure;
  • Overall responsibility for administraton of the Fats, Oil & Grease Program, the Backflow Prevention Inspection & Cross Connection Control Program, and the Consent Order Compliance;
  • Responsible for administering the Lake Gaston A&E Operations & Maintenance contract;
  • Coordinates with Development Service Center (DSC) to review dubdivisions and site plans for developer installed water and sanitary sewer facilities;
  • Assists the Director in preparing recommendations/reports to the City Manager and Council; and
  • Assists Director in interpreting and developing city ordinances and policies.

As a City Manager appointee, this position serves at the pleasure of the City Manager and is not considered part of the merit service as defined in City Code, section 2-75.

Minimum Requirements:

MINIMUMS: Any combination of education (above high school level) equivalent to twelve (12) years in fields utilizing the required knowledge, skills and abilities. Must be licensed professional engineer (PE) in the Commonwealth of Virginia. Must have or obtain a current and valid Virginia or North Carolina driver's license in accordance with Virginia or North Carolina DMV driver's license eligibility requirements. Preferred Qualifications Experience in related roles such as Utility Operations Manager, Utility Engineering Manager, City Engineer, Project Engineer; or Engineering Manager. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. This position may require incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. This is a safety sensitive position and is subject to mandatory drug testing. Positive drug test results may result in counseling and/or discipline, up to and including, termination.

Preferences:

• Experience in modern principles, standards, and practices of administration of municipal water and sanitary sewer systems.
• Experience with principles and practices of municipal finance including Capital Planning and Utility operation budget.
• Advance knowledge in related computer skills and software.
• Strong interpersonal skills.

Special Instructions:

This is an Alpha I position requiring the employee to work during inclement weather and emergency conditions, regardless of the City's operations status.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
