The Director of Research Information Technology & Cybersecurity is responsible for the strategic planning, vision, and leadership of the Research Institute’s unclassified data, systems, and networks. This includes but is not limited to the oversight and leadership of network management and security monitoring, email and collaboration tools, Deltek Costpoint system administration and business intelligence reporting, mobile device management, IT customer support, software and hardware installation and management, regulatory compliance, policy management, and audits & assessment. This position requires a visionary leader with sound knowledge of information technologies, information security practices, and business management. This position will collaborate with the UD Chief Information Officer and UD Information Technology staff to ensure UDRI’s information technology initiatives and processes align and integrate with the University’s infrastructure and IT vision. The Director of Research IT and Cybersecurity will perform the following responsibilities:
• Develop, implement, and monitor a strategic, comprehensive information security, data governance, and IT risk management program to ensure the confidentiality, integrity, and availability of information is owned, controlled, and/or processed by the organization. This program shall be in compliance and strategically aligned with University, UDRI, National Institute of Standards & Technology (NIST) and other required standards.
• Provide support and ongoing reinforcement of continuous improvement philosophies related to changes and advances in technology, cybersecurity, secure information practices, and compliance.
• Lead, mentor, develop, and retain a highly qualified team of IT professionals. This includes hiring, training, staff development, performance management, and annual performance reviews.
• Foster a culture of teamwork, innovation, transparency, and accountability in the UDRI Technology Office.
• Develop and institutionalize metrics for monitoring and managing cybersecurity and IT resources. Mitigate risks by anticipating issues, driving critical decision points, determining alternatives proactively, and informing leadership of roadblocks or items requiring leadership intervention.
• Collaborate with the UDRI FSO and security team to develop and administer information security and risk management awareness training programs for all employees, contractors, and approved system users. Support the IT needs of classified programs and the UDRI Security team.
• In coordination with leadership, develop and manage UDRI’s IT budget to ensure the effective and appropriate investment of resources. Develop multi-year plans to anticipate future resource needs to aid budgeting.
• Lead and manage IT projects, including research and assessing potential solutions, the evaluation and recommendation of technical controls, testing, coordinating user training, and developing implementation plans. Ensure the consistent application of UD and UDRI policies and standards across all technology projects, systems, and services, including, but not limited to, privacy, risk management, compliance, and business continuity management.
• Develop and oversee effective business continuity and disaster recovery policies and standards to align with university business continuity management goals and objectives. Coordinate the development of implementation plans and procedures to ensure that business-critical services are recovered in the event of an incident.
• Perform related duties and fulfill responsibilities as required.



Minimum Qualifications
• BS in Computer Science, Cybersecurity, Management Information Systems, Information Technology, or related field
• 8 years of related experience, including at least 2 years of experience leading a staff of technical professionals
• Comprehensive knowledge and experience in information technology and cyber security practices, including experience working with controlled unclassified information (CUI), classified information, and networks
• Successful experience leading organizations that have to comply with NIST 800-171/CMMC and other federal requirements and manage sensitive data types like CUI, ITAR, PII, etc. Thorough understanding and comprehension of NIST 800-171 and CMMC requirements and how they impact business operations.
• Successful experience being accountable for engineering, IT, or compliance projects, including cost, quality, and schedule metrics
• Experience developing and implementing technology solutions and processes that enable efficient and secure research operations
• In-depth understanding of the Microsoft ecosystem (active directory, etc.), networking protocols and equipment, mobile device management, and IT operational and customer support practices
• Strong leadership, mentoring, strategic planning, change management, and collaboration skills
• Excellent verbal and written communication skills
• Strong analytical, critical thinking and problem-solving skills
• Valid driver's license with low risk driving record
• Due to the nature of this position, U.S. citizenship is required and the candidate must be able to obtain and maintain an active security clearance.


Preferred Qualifications

While not everyone may possess all of the preferred qualifications, the ideal candidate will bring many of the following:

• A MBA, Master's degree, or higher in Information Technology, Computer Science, Information Systems, or related field
• Active CISSP certification
• Active TS/SCI clearance


Special Instructions to Applicants

A federal court on December 7, 2021, issued a ruling that suspends the COVID-19 vaccine requirement that applies to federal contractors nationwide. With this development, the University will pause any enforcement action against employees who have not complied with the requirement to be fully vaccinated by Dec. 8, 2021 or to have requested an exemption to maintain their employment status.
