The Opportunity
WSDOT is currently seeking a Highway Program Development Supervisor. This position reports directly to the Program Development & Delivery Manager and manages the biennial scoping and budget development for the Olympic Region Highway Construction Program and supervises the work of the Program Development group. In this role, you will directly support the department's goals of delivering cost effective transportation solutions and sustaining credibility by maintaining and reporting accurate information to clearly communicate to the Legislature the transportation system preservation and improvement needs, estimated costs, and schedules to complete.
 
What to Expect
Among the varied range of responsibilities held within this role, the Highway Program Development Supervisor will:

  • Coordinate the development and approval of scoping and Project Summaries for projects identified or proposed for inclusion in the Capital Improvement and Preservation Program (CIPP).
  • Coordinate with Project Development to assign and direct the work of the personnel assigned to complete scoping and Project Summaries. 
  • Apply engineering principles, methods, and practices to ensure accuracy and identify changes that maximize the effectiveness of the region’s scoping program. 
  • Ensure project details such as scope, schedule, and cost are accurately shown in Capital Program Management System (CPMS). 
  • Serve as the primary technical resource for project scoping and summary development within the region.
  • Supervise work of the Program Development Group.
  • Provide training, guidance, and oversight for the Region on the proper use of databases which include CPMS, the Transportation Executive Information System (TEIS), and related query and reporting tools such as Cognos.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year as a Transportation Engineer 3 or equivalent working knowledge of Program Management procedures and application in Project Development and/or Construction environment. 
  • Two (2) years of experience supervising a diverse workgroup which includes: hiring, assigning work, instructing, and checking the work of others, approving leave, and performance evaluation including taking corrective action. 
  • Effective communication skills and the ability to communicate complex information to diverse technical and non-technical groups, both orally and in writing.
  • Experience utilizing reporting systems and various computer applications to generate correspondence, spreadsheets, and reports. 

It is preferred that qualified candidates also have:
  • Knowledge of methods and practices associated with delivering WSDOT's Highway Construction Program.
  • Proficiency in working with the Capital Program Management System (CPMS), the Transportation Executive Information System (TEIS), the scoping process, and the biennial budget building process.
  • Professional Engineering (PE) license and two years of responsible design or construction experience.
