Job Description:

The City of Grand Island, Nebraska, is looking for a qualified professional to fill their Engineer I- WWTP position.  This position serves as the project manager on wastewater projects such as Wastewater Treatment Facility upgrades, new and rehabilitation of sanitary sewer lift stations, including forcemains, new and rehabilitation of sanitary sewer collection systems and development of assessment sanitary districts and continued growth of the collection system. Perform para-professional engineering work in the design, investigation and construction of wastewater projects and other related projects; perform a variety of technical tasks relative to the wastewater engineering function; and provide highly complex staff assistance to the Assistant Public Works Director - Engineering. 

Essential Functions: 

Monitor construction projects for needed field revisions; coordinate various phases of construction projects with contractors; review construction plans, specifications and testing procedures; ensure contractor compliance with City contracts, plans, specifications and standards.
 
Coordinate Public Works engineering activities with those of other departments, divisions and organizations; provide staff assistance to the Assistant Public Works Director - Engineering; prepare and present staff reports and other necessary correspondence.
 
May assist in preparing the division or special program budgets; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved construction budget.
 
Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvement. Recommend goals and objectives; assist in the development of policies and procedures.
 
Display a willingness to assume and visibly demonstrate mentoring and coaching, role modeling and leadership to staff members by recognizing and developing talent.
 
Display honest, trustworthy, and ethical behavior when dealing with internal and external customers. 
 
Establish and maintain cooperative working relationships with those contacted in the course of work.
 
Regular attendance that is punctual and dependable is required.
 
Handle and/or assist with public requests/inquiries.
 
Design complex engineering plans; review the preparation of construction plans, legal plats and miscellaneous projects by technical staff; check and proofread plans, plats and other engineering related materials; prepare project cost estimates.
 
Direct and organize engineering activities including survey, design, estimation, drafting, specification, mapping and inspection activities.
 
Prepare construction specifications, requests for proposals and quantity and construction estimates for the wastewater treatment facility, sanitary sewer lift stations and the sanitary sewer collection system and other miscellaneous Public Works or other City department’s construction projects.
 
Review construction plans prepared by consultants prior to final approval by the Public Works Director; coordinate construction contracts awarded through the Public Works Department; coordinate design changes during construction.
 
Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies.
 
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering.
 
Perform research regarding special projects.
 
Additional continuing education in the field of wastewater will be required on an annual basis.
 
Perform related duties as assigned.

Supplemental Information:

The following combination of experience and training is required.

 
Experience:
 
Experience in project management or government engineering or a closely related field. Supervisory experience is preferred.
and
Training:

Bachelor's degree from an accredited college or university in engineering. 

License or Certification:
            
Employee must possess a valid driver’s license and maintain insurability as determined by the City’s insurance carrier.
 
Nebraska EI certification is required.
 
Nebraska Professional Engineer license is preferred. 
 
If registered in another state, must obtain Nebraska registration within six (6) months of employment.

Salary:
 
Position will start at the entry level of the City's salary table.  Consideration may be given if experience exceeds entry level qualifications.  

Working Hours: 

Monday-Friday 8 a.m.-5 p.m.
