Overview

Depending on qualifications, this position may hire as a Civil Engineer I or Civil Engineer II.

 
The Larimer County Engineering department offers engaging opportunities for professional development in the ever-evolving field of Civil Engineering. The engineering staff deals with development review, floodplains, stormwater, asset management, road and bridge capital improvement projects, traffic engineering and land acquisition. Staff also work to support creation and operation of improvement districts for maintenance and repair of neighborhood subdivision roads.

For this job posting, we are seeking to hire three (3) skilled engineers to join our Development Services, Floodplain, and Stormwater Group. The team is relatively small and is responsible for a wide variety of duties often on deadline and in coordination with other groups, departments, or customers. The ideal candidate for these positions would have knowledge of floodplain management and modeling, stormwater management & design standards, Municipal Separate Storm Sewer System (MS4) regulations, and have the ability to self-direct and manage projects. It would also be beneficial for the candidates to have broad skills in other civil engineering related areas, such as road design, construction and material testing methods, sediment & erosion control, geographic information system (GIS), as well as have effective communication and coordination skills with a cooperative attitude.

The three (3) positions can be filled at either a Civil Engineer I (CE I) or Civil Engineer II (CE II) level. While each position will have the opportunity to work in all aspects of the Development Services, Floodplain and Stormwater Group, the primary responsibilities for each position will be as follows:
  • Floodplain & Stormwater Management
  • Development Review Engineering Services
  • Municipal Separate Storm Sewer System (MS4) program management


Responsibilities

Specifically, this position:

  • Administers the County Floodplain Permitting process for both federally and locally designated and helps facilitate and coordinate the County Flood Review Board.
  • Performs engineering / technical review of various floodplain development proposals for both public and private projects within Larimer County for conformance with County, State and Federal floodplain regulations.
  • Performs engineering / technical review of various land use and development proposals for both public and private projects within Larimer County. This may include providing technical review of road designs, traffic studies, hydrologic and hydraulic modeling, floodplain models, drainage designs and stormwater management plans prepared by civil engineering consultants for conformance with County engineering policies, design standards, and land use regulations.
  • Manages the County approved stormwater master plans and associated stormwater fees.
  • Researches and responds to citizen inquiries concerning floodplains, drainage, grading and stormwater discharge.
  • Performs development construction & field inspections of various engineering, stormwater, water quality, floodplain, and development related projects to monitor progress and ensure conformance to plans, Codes, and standards.
  • Writes technical review comments and represents the Engineering Department at Board of County Commissioner and Planning Commission meetings.
  • Administers the County's Municipal Separate Storm Sewer System (MS4) permit program, which will include both office and field work, and collaboration with other local agencies.
  • Performs grading, sediment, erosion, & stormwater management plan reviews & technical site inspections, perform illicit discharge investigations, enforce stormwater regulations by performing inspections, documentation & reporting, implement water quality education and outreach efforts to County Staff and the public,
  • Works closely with the Community Development Department, as well as other departments, on a variety of land development topics and projects.
  • Assists in development, refinement or revisions of standards, policies and/or procedures.
  • May Direct, assist, and train lower level engineering and clerical personnel.

The ideal candidate will:
  • Have a detailed understanding of stormwater drainage systems and floodplain management and modeling.
  • Have specific knowledge and understanding of Municipal Separate Storm Sewer System (MS4) permit and the associated regulations for compliance with stormwater quality standards.
  • Have a broad knowledge of stormwater quality science, environmental issues, and environmental regulations.
  • Have knowledge and experience analyzing or designing storm drainage systems and floodplain projects that meet common drainage and FEMA standards as well as typical water quality, sediment, and erosion control criteria.
  • Have specific knowledge of local stormwater design standards, such as the Mile High Flood Control District Criteria Manual.
  • Demonstrate working skills with hydrologic and hydraulic modeling software, including SWMM, HEC-HMS, & Hec-Ras
  • Understand complex engineering computations and be able to read and interpret plats, engineering plans, studies, models, & reports for conformance with County standards and Codes.
  • Understand specifications, methods, materials, and techniques used in the construction of land development and stormwater projects.
  • Have a broad knowledge of civil engineering practices and principles, street design standards, drainage designs, water quality best practices, and development review processes.
  • Be comfortable speaking in front of a group and represent the County in a professional manner with local, state, and national agencies and organizations.
  • Have strong interpersonal skills and able to communicate clearly and concisely, both verbally and in writing.
  • Provide professional customer service and work effectively & collaboratively with County staff, developers, consultants, contractors, and the general public.
  • Learn and enforce County ordinances and appropriate state and federal laws, codes and regulations.
  • Use MS Office applications including Word, Excel, and Powerpoint.
  • Be familiar with Geographic information system (GIS).
  • Effectively respond to conflict situations.
  • Prepare and maintain accurate records and reports.
  • Have the ability to prioritize work activities and handle multiple tasks.
  • Be flexible, organized, and eager to learn and take on new responsibilities.
  • Have the ability to manage projects, self-direct and direct others.
  • Perform duties with initiative and a high degree of independence without close supervision.
  • Have knowledge and experience in general Civil Engineering practices and site inspections with specific knowledge of floodplain management and modeling techniques, stormwater design, stormwater quality regulations and designs, road designs and standards, and common land development submittals such as traffic studies & geotechnical reports.
  • Be a team player that is collaborative, flexible and willing to work on a wide range of projects. 
  • Be well spoken and written.
  • Be able to work professionally with a variety of people; the general public, public officials, coworkers, and staff from other State and Local Agencies.


Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • Civil Engineer I
    • Equivalent to a Bachelor's Degree from an accredited college or university in Civil Engineering required.
    • Possession of, or ability to obtain, a valid Driver's License.
    • Engineer-Intern Certification preferred.
  • Civil Engineer II
    • At least three (3) years of experience as a Civil Engineer I in Larimer County, or in a directly related field or in the performance of similar duties and responsibilities required.
    • Engineer-Intern Certification required.
    • Registration as a Professional Engineer in the State of Colorado preferred.
    • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Civil Engineering or a related field required.
    • Possession of, or ability to obtain, a valid Driver's License.
