The City of San Rafael seeks a Senior Civil Engineer who will help the City Engineer in managing and directing some of the City’s largest and most complex infrastructure projects. This individual will fulfill a critical senior position in the Department of Public Works where they will supervise the Capital Improvement Program’s other five engineers and project managers. In this supervisory role, you will serve as a technical advisor to professional engineering staff and oversee specialized engineering outcomes. Our ideal candidate is communicative, collaborative, and flexible and will use their background in managing complex construction, maintenance, and/or traffic projects and consultants to help the Department meet its goals. This motivated professional will work closely with their team to facilitate City projects while also creating a friendly rapport with residents and key stakeholders.

THE DEPARTMENT
The Department of Public Works (DPW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. The DPW is comprised of 50 employees with a general budget of $10 million and a CIP budget that ranges between $10-40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. By hiring highly trained, dedicated, responsive, and service-oriented personnel, the DPW is actively making its mission a reality.
 
THE JOB
The Senior Civil Engineer supports a culture that inspires collaboration, career development, and excellent community relations. The individual in this role will work to plan, mentor staff, and perform professional engineering work in the design, construction, and review of all aspects of capital projects; including streets, city-owned property, drainage, and traffic projects and private construction. The Sr. Civil Engineer will manage construction projects and related consultants, along with the team of public works engineering staff. When working in this role, you will provide technical oversight and guidance to other divisions, departments, external agencies, and stakeholders. Being highly knowledgeable about local and state regulations, laws, and codes related to civil engineering and traffic and other engineering projects is important for this role. Having an aptitude for administrative work, such as budget oversight and organizational management, is essential too.
 
THE IDEAL CANDIDATE
The ideal candidate will have knowledge of principles and practices of civil engineering, with an emphasis in capital improvement projects. Along with being knowledgeable about the technical aspects of civil engineering, this individual will have the interpersonal skills to effectively mentor staff and support public outreach efforts for the department. Solid communication skills are essential for the ideal candidate since you will regularly meet with the public and work with city executive staff and elected officials. A positive customer-service attitude is essential to respond to internal and external inquiries and provide technical information to various stakeholders. The ideal candidate will be able to effectively respond to changing conditions and will have a strong aptitude for interpreting and translating complex technical and legal documents to less technical audiences. The nature of this role requires a confident and capable professional, therefore the city seeks someone who is resourceful, confident, and flexible.
 
Background and Education:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Bachelor’s degree in Civil Engineering, and
  • Five years of increasingly responsible post-degree engineering experience managing complex construction, maintenance, and/or traffic projects, and consultants.
  • A master’s degree may substitute for one year of post degree engineering experience.
 
LICENSES:
  • Registration as a Civil Engineer in the State of California or the ability to acquire registration within 12 months of hire
  • Valid drivers’ license
