The role:  
Bring your engineering expertise to our Urban Mobility Office and the I-5 Rose Quarter Improvement Project as a resident engineer – consultant projects! In this role, you will direct all activities necessary in developing and monitoring outsourced contracts for highly complex highway construction projects and the contract administration of all Oregon Transportation Commission (OTC) approved construction contracts.

This is a limited duration appointment that is expected to end on or before two years from date of hire. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.
 
A day in the life:
  • Meet with contractors/consultants regularly to plan and coordinate work and resolve project issues.
  • Maintain communication flow with other state offices, contractors, consultants, Federal Highway Administrator (FHWA), local and other public agencies on construction contract issues.
  • Monitor contractor Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), On-the-job training (OJT), and subcontractor compliance.
  • Direct and assist staff in reviewing and analyzing consultant’s project schedules and other required submittals to ensure they meet contract requirements and restrictions.
  • Oversee preparation of monthly contractor/consultant progress payment estimates for work performed each month and review estimate with contractors/consultants.
  • Manage contract change issues.
  • Plan, prepare and document the consultant’s monthly plan for workforce balancing of engineers, technicians, surveyors, clerical and other staff required to deliver the assigned construction projects.
  • Represent management in developing outsourcing contracts for complex highway construction projects.
  • Participate in vendor selection process by evaluating vendor proposals and making selection recommendations.
  • Work is performed in an office environment with occasional travel required.

What we need:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.


Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six (6) months of hire.
 
Driving is an essential function of this position. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.

  • Advanced engineering judgement and ability to apply engineering principles in highly complex and controversial contract management situations.
  • Experience developing outsourcing contracts and negotiation costs for complex highway construction projects, including those associated with alternative contracting techniques such as design-build, CM/GC or A+B (+C).
  • Ability to apply expertise in a number of engineering disciplines to identify and resolve unique and unusual contract administration problems for which no internal precedent exists. 
  • Experience developing/tracking project controls for alternative delivery projects, such as design-build, CM/GC or A+B (+C)
