Job Description:

JOB DESCRIPTION
Perform engineering functions and provide support to personnel in assigned area. Position is responsible for researching and analyzing engineering data, reviewing and designing plans, approving and maintaining related engineering information, and providing assistance with project inquiries and concerns. 
Research and analyze engineering data in order to prepare and update plans and correspondence.
Review and design plans and calculations to ensure compliance with codes, standards and specifications for public utility facilities and water/wastewater management engineering projects, and offer recommendation for the solution of problems.
Complete engineering functions such as inspecting project sites, estimating project costs, and managing the progress of projects.
Prepare, approve, evaluate, and maintain related engineering reports and other information such as specifications, project invoices, proposals, grant applications, and/or permits.
Participate in the coordination of project implementation by interacting with the various parties involved. 
Investigate and respond to inquiries and concerns for contractors, staff, the general public, and other organizational agencies.
Attend or conduct staff meetings to exchange information; attend in-service training and classes, seminars, or conferences to improve professional skills.
Perform related tasks as necessary such as training and/or supervising subordinate staff.
Collect, coordinate & review documents, easements, agreements, contracts, records and data for proper activation and acceptance of new underground utility infrastructure for Development/ City/ State/ HRSD projects. Proper documentation of new underground utility infrastructure.
Determine and collect connection fees; process building permits.
Use GIS, Excel, Word, Power Point, Adobe Acrobat, Accela, AutoCAD & other software systems.
This is an Alpha-designated (essential personnel) position.
Other duties as assigned.

REQUIRED QUALIFICATIONS
VOCATIONAL/EDUCATIONAL REQUIREMENT:   
Non-degreed applicants must have two years of experience in addition to the degree equivalency.  Requires a bachelor’s degree in civil engineering or a closely related field.

EXPERIENCE REQUIREMENT:
None.

SPECIAL CERTIFICATIONS AND LICENSES:
Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards.  Depending on position, State and/or City certification(s) may be required.

SPECIAL REQUIREMENTS: 
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.  Emergency operations support work and work locations may be outside of normal job duties. 

PREFERRED QUALIFICATIONS

Engineer in Training designation in Virginia
NASSCO certification for PACP/LACP and MACP
3-5 years prior experience in a professional engineering position. 
Selected candidate shall have excellent communication skills.
