The Opportunity
WSDOT has exciting opportunity for a motivated individual who has a passion for environmental issues to join the Olympic Region Environmental & Hydraulic Services (EHS) Office, Permits & Documentation Unit. In this role, you will serve as the Environmental Coordinator that prepares and writes environmental review documents and environmental permit applications. In addition, this individual acts as Environmental Compliance Inspector conducting field investigations of assigned project sites to ensure compliance with documentation and permit conditions. Our top candidate must be solution oriented, have exceptional communication skills, and be able to communicate with internal and external customers. 
 
What to Expect
Majority of work is performed indoors in an office environment however field investigations may be required. Field investigations may be conducted within a field site, roadway, construction, or right-of-way. Exposure to hazards may include inclement weather, poor visibility, exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.

Among the varied range of responsibilities held within this role, the Environmental Coordinator will:

  • Determine preliminary environmental impacts and likely environmental documentation and permitting needs for assigned projects.
  • Determine the environmental review classification of projects and conduct environmental impact analysis. 
  • Contact, coordinate, meet, and negotiate with resource, permitting agency, and Tribal personnel to obtain permits.
  • Review draft contract plans and specifications for consistency with permits.
  • Identify, coordinate, and obtain needed supporting documentation for permits and documentation.
  • Coordinate with other EHS Office staff, HQ-Environmental Services Office staff, Project Office staff, and consultants as required. 
  • Conduct field investigations of project sites.
  • Input Environmental Compliance Assurance Procedure (ECAP) incidents in online Commitment Tracking System (CTS) and EHS Office files. 
 
Qualifications
To be considered for this opportunity, at least one the following are required:
  • Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent professional experience in engineering, environmental, or other related field. OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer, or equivalent experience as outlined above. OR 
  • A Master's degree with major study in civil, engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
 
In addition to one of the above, the following are also required
  • Ability to work effectively both individually and within a diverse team environment.
  • Experience adhering to safety policies and diligence in performing work in a safe manner.
  • Demonstrated ability to communicate effectively verbally and in writing across a broad spectrum of professional levels and diverse groups, other agencies, and the public.
  • Demonstrated ability to track multiple issues and projects while ensuring short deadlines are met.
  • Proficient with computer software and skills to analyze data, prepare and generate reports in spreadsheets and databases.
 
It is preferred that qualified candidates also have:
  • Knowledge and understanding of environmental documentation including National Environmental Policy (NEPA) and State Environmental Policy Act (SEPA), and environmental permits in relation to transportation projects. 
  • Experience preparing and writing environmental review documents and environmental permit applications.
  • Certification as Engineer-In-Training (EIT or FE). 
  • Experience in analysis of environmental issues and problems that involve transportation issues and compliance.
  • Possession of a valid Driver’s License.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.   
  • Due to the COVID-19 restrictions, this position may be remote in a telework capacity majority of the time. Once the restrictions are lifted, WSDOT supports a flexible work schedule with partial telework opportunities, depending on business needs and prior supervisor approval.
  • Core business hours are Monday through Friday, generally between 7:30 AM and 4:00 PM. Position is eligible for telework, flexible schedule, and compressed work week based on business needs.
  • By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. This is a condition of employment with WSDOT. Exemption may be granted for religious or medical purposes; however, accommodations will be subject to approval based on the essential functions required of the position.
