Job Description:

Serves as Section Head for the Traffic Control Design Section in the Office of Roadway Engineering (i.e., supervises personnel assigned to minimum of two work units, with each unit assigned different functions) in order to direct engineering staff in development of engineering specifications.  Supervises employees by assigning work, establishing priorities & deadlines, evaluating performance, administering discipline, monitoring work progress & reviewing completed work. Administers Traffic Control Design Section work unit activities (i.e., Highway Lighting, Maintenance of Traffic, Markings, Signs & Traffic Signals) to ensure proper & efficient management of all Traffic Control Design standards with an emphasis on work zones.  Acts as a Work Zone staff specialist (i.e., develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs, keeps abreast of new scientific methods & developments affecting department & recommends changes in emphasis of programs or new programs warranted, develops & implements departmental policies & programs in administration of contracts involving multiple complex projects, programs, & directives & develops &/or revises policies & directives based on filed observation & testing) in order to provide interpretation & recommend changes to section standards & policies (e.g., Traffic Engineering Manual, Ohio Manual of Uniform Traffic Control Devices, Traffic Standard Construction Drawings); ensures work is performed with focus on section mission; assesses individual training needs; develops & implements statewide programs; performs plan reviews in order to assess district performance & develops & performs statewide quality assurance programs to review engineering-related operations/projects that will vary by assigned area of expertise. Signs plans & other engineering documents as registered professional engineer. Plans, coordinates & directs section activities; assists in developing section budget; operates computer & related software (e.g., Microsoft Office, computer-aided design & drafting (CADD) & drafting equipment) for necessary tasks (e.g., reviewing plans & engineering documents, sending out communications, preparing reports); ensures that technical training is provided as needed to internal & external customers. Represents Roadway Engineering Administrator in administration of contracts involving multiple complex projects, programs & directives.
Independently generates & signs name to internal & external correspondence (i.e., inquiries, acknowledgements, investigations) to consultants, governmental employees, private industries or general public regarding Traffic Control Design Section activities & proposed changes using a computer & related software (e.g., Microsoft Office, INRIX, Lane Closure Queue Analysis Tool, Road User Cost Tool).  Travels throughout the state in order to meet with Districts,  Federal Highway Administration (FHWA), local authorities, county officials & administration to offer recommendations of acceptable alternatives when established policy does not apply; coordinates meetings, attends meetings on behalf of Roadway Engineering Administrator; maintains schedules & correspondence regarding Traffic Control Design; serves on various internal &/or external committees; assists Attorney Generals Office by providing engineering expertise in court-of-claim cases &, as requested, serves as expert witness; performs miscellaneous duties as assigned.
