Projects Management
 
The professional services to be provided will include:
 
-       Assistance in the overall coordination and administration of the company’s infrastructure development and upgrade projects, interfacing with internal staff of various departments.
-       Oversight and direction of selected capital projects from inception to completion, including ongoing progress reviews, analyses, and reporting of cost, schedule, and contractual conditions of performance.
-       Assistance in the development or edition of projects’ scopes of work and requests for proposals.
-       Other construction and project management services, as may be required.
 
Small projects may only include a short scope document, some project accounting, and a milestone schedule. Large projects usually include a detailed specification and scope of work, integrated project schedule, complex project controls, and thorough progress reporting.
 
There are usually three main phases of a project: Conceptual (“front-end”) Engineering; Detailed Design; and Construction, Completion and Commissioning.
 
During the conceptual phase period analyses of options and alternatives take place; project schedules, project estimates and feasibility studies are developed; preliminary concepts are depicted; and implementation, contracting and execution plans are finalized. 
 
Detailed design is primarily an engineering function. During this phase, the project manager oversees the work of the design firm, conducts in-house reviews, and actively participates in the preparation of design packages for construction. (Procurement of specialized equipment to be incorporated to the facilities may be contracted as well during this phase). 
 
During the construction phase many of the requirements mentioned above reoccur; quality assurance and quality control; scope and change management; project controls (budgets and schedules); safety and security; and coordination of commissioning and start-up activities.
 
Personnel Qualifications
 
The contractor will assign to the services project management specialists with demonstrable experience in project/construction management of industrial, commercial, and general infrastructure new and modernization projects.
 
Team Leader (Senior Project Manager) – The team leader will be a graduate engineer (BS degree in construction management, architecture, engineering or related field or professional trade licensure) with a minimum of ten years’ experience in project/construction management, including hands-on expertise in the planning, organization, direction, coordination, inspection, and review of activities associated with projects implementation.
 
Project Managers – Project managers will be graduate engineers with a minimum of eight years’ experience and solid understanding of all facets of the engineering, construction, and project implementation processes.
