Overview

The Larimer County Engineering department offers engaging opportunities for professional development in the ever-evolving field of Civil Engineering. The staff of 34 deals with development review, floodplains, stormwater, asset management, road and bridge capital improvement projects, traffic engineering, and land acquisition. Staff also work to support creation and operation of improvement districts for maintenance and repair of neighborhood subdivision roads.


For this position, we are seeking an innovative, flexible, and skilled engineer to join our Development Services, Floodplain, and Stormwater Group. The team is relatively small and is responsible for a wide variety of duties often on deadline and in coordination with other groups, departments, or customers. The ideal candidate for this position should have specific knowledge of floodplain management and modeling, stormwater design standards, and fees, and have the ability to self-direct, manage projects, as well as direct others. This person will also need broad skills in other civil engineering related areas, be familiar with Municipal Separate Storm Sewer System (MS4) regulations, geographic information system (GIS), construction and material testing methods, have a cooperative attitude, and excellent communication and coordination skills.

 

Responsibilities

Specifically, this position:

  • Administers the County Floodplain Permitting process and helps facilitate and coordinate the County Flood Review Board.
  • Performs engineering / technical review of various floodplain development proposals for both public and private projects within Larimer County for conformance with County, State and Federal floodplain regulations.
  • Assists with reviews of hydrologic and hydraulic modeling and stormwater designs for a variety of types of development review and capital projects.
  • Manages the County approved stormwater master plans and associated stormwater fees.
  • Directs, assists, and trains lower level engineering and clerical personnel.
  • Researches and responds to citizen inquiries concerning floodplains, drainage, grading and stormwater discharge.
  • Performs engineering / technical review of floodplain permits and various land use and development proposals for both public and private projects within Larimer County. This may include providing technical review of floodplain models, drainage designs and stormwater management plans prepared by civil engineering consultants for conformance with County engineering policies, design standards, and land use regulations.
  • Writes technical review comments and represents the Engineering Department at Board of County Commissioner and Planning Commission meetings.
  • Works closely with the Community Development Department on a variety of land development projects.
  • Performs field inspections of various engineering, floodplain, and development related projects to monitor progress and ensure conformance to plans, Codes, and standards.
  • Helps facilitate administration of the County's Municipal Separate Storm Sewer System (MS4) permit program.

The ideal candidate will:
  • Have specific knowledge of floodplain management and modeling, stormwater design standards and fees.

  • Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
  • Be familiar with construction and material testing methods.
  • Have good verbal and written communications abilities and strong interpersonal skills.
  • Be able to work well with others - both County staff and the general public.
  • Be comfortable speaking in front of a group and representing the County in an outward facing role.
  • Have the ability to prioritize work activities and handle multiple tasks.
  • Use MS Office applications including Word, Excel, and Powerpoint.
  • Be familiar with Geographic information system (GIS).
  • Be familiar with Municipal Separate Storm Sewer System (MS4) regulations.
  • Effectively respond to conflict situations.
  • Be flexible, organized, and eager to learn and take on new responsibilities.

 

Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • At least three (3) years of experience as a Civil Engineer I in Larimer County, or in a directly related field or in the performance of similar duties and responsibilities required.
  • Engineer-Intern Certification required.
  • Registration as a Professional Engineer in the State of Colorado preferred.
  • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Civil Engineering or a related field required.
  • Possession of, or ability to obtain, a valid Driver's License.

Supplemental Information
