JOB DESCRIPTION
This position provides technical assistance and professional level work to the Department of Public Utilities’ Maintenance and Operations Division, in particular the Wastewater Operations team.
Duties include but are not limited to:
- Supervises staff, hires, trains, coaches, councils, and conducts performance evaluations and disciplinary reviews and/or actions for assigned personnel as required.
- Provides technical and administrative support/information, guidance, and assistance to the Maintenance and Operations Division of Public Utilities.
- Coordinates and schedules sanitary sewer inspections and manages inspection reports. Inspections may include Closed Circuit Television (CCTV) inspections either in-house or contracted, Smoke testing either in-house or contracted, as well as any new technology that the Department deems useful for inspection.
- Works directly with programs such as POSM for CCTV coding, viewing footage, compiling information, conveying information to other City sources and external sources.
- Attends professional meeting on behalf of Wastewater Operations , including internal and external meetings.
- Coordinates, prioritizes, and determines time, place, or sequence of operational jobs for inspection crews based on analysis of data or information.
- Represents the City and serves as the liaison in interactions with business owners, customers, as well as other Hampton Roads cities, and regional groups as assigned. 
- Manages and coordinates construction and consultant contracts/services for the Wastewater Operations team, including but not limited to  supplemental inspection services, annual Management, Operation, and Maintenance (MOM) report and program, Sanitary Sewer Evaluation System (SSES) Studies, and other wastewater related contracts.
- Performs and documents aerial forcemain inspections in accordance with National Association of Sewer Service Companies (NASSCO) standards.
- Prepares and maintains various reports and records for inhouse data management and engineering firm request.
- Assist in maintaining compliance with the Virginia State Water Board’s Consent Order to the City of Chesapeake.
- Recommends, prioritizes, and professional documentation on sanitary sewer rehabilitation and/or replacement based on review and evaluation of inspection data and videos.
- Performs related task as necessary such as conducting engineering studies, field inspections, and other related duties.
- Prepares and provides productivity updates, reports, presentations, agendas, letters to the public, and other professional documentation. All documents shall relay accurate results in support of the Wastewater Operations Manager.
- Performs consistent, professional level work with attention to detail and accuracy in CCTV review, sewer mainline assessment, also utility and repair recommendations.
- Develops and oversees the implementation of policies and procedures to ensure consistency within Wastewater Operations and accomplishment of goals.
- Prepares and distributes project correspondence and documentation. Performs related task as necessary such as preparing project specifications and conducting designated engineering duties. 
- Coordinate/manages engineering programs such as assessment or monitoring programs, and field inspections. 
- Researches, reviews, analyzes, and updates project plans.
- Determines cost/project estimates for various aspects of project development.
- Assist the general public with Wastewater Operations inquiries.
- Develop monthly statistics for sanitary sewer inspections, overflows, sewer mainline washing and other system improvements.
- Requires knowledge of Regional Construction Standards for sanitary sewer and good working knowledge of engineering and construction practices and principles.
- May serve as lead worker or Acting Wastewater Operations Manager when current Manager is out of the office.
- Performs other related duties as assigned.
REQUIRED QUALIFICATIONS

VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to an associate’s degree in engineering or a closely related field.

EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standards, this class requires a minimum of two years of related, full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES: Specialized certifications may be necessary based on departmental requirements. Depending on departmental operational requirements, may also require valid driver’s license and driving record in compliance with City Driving Standards.
 
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

PERFERRED QUALIFICATIONS
  • NASSCO certification – MACP; PACP; LACP
  • CCTV/sewer pipeline inspection knowledge
  • Familiar with POSM or related CCTV /manhole management systems
  • Minimum of 5 years of related, full time equivalent experience
  • Two-year engineering related degree
