The Opportunity

WSDOT is seeking an innovative project manager who has a strong interest to fully utilize their analytical, negotiation, and communication skills. The Northwest Region Utilities Office is offering an excellent opportunity as a Project Manager: Utilities Accommodations & Project Delivery Engineer. This position plays an essential part in the successful delivery of WSDOT design-build and design-bid-build administered transportation projects. 

 

As the Utilities Accommodations Engineer, you will be responsible for researching, negotiating, and processing Utility Franchises and Permits for the installation and maintenance of utilities within the State right of way. In your role as the Utilities Project Delivery Engineer, you will ensure that utility conflicts on WSDOT transportation projects are identified and resolved meeting design and construction schedules. You will coordinate utility relocations and support negotiations between the region design and construction offices and utility companies.

What to Expect

Among the varied range of responsibilities held within this role, the Utilities Accommodations & Project Delivery Engineer will:

  • Review, analyze, and coordinate permit and franchise applications regarding utility projects affecting State highways.
  • Ensure that new utility installations on state highways are compatible with safety, traffic, environmental, and engineering standards.  
  • Serve as Project Coordinator for utility relocation issues on WSDOT Projects throughout the Region. This includes identifying existing utilities, determining utility property rights, confirming and resolving utility conflicts, and coordinating the relocation of utilities within project limits.
  • Act as liaison between Project Engineering offices and utility companies coordinating and preparing utility agreements and service agreements. 
  • Represent the Utilities Office at project meetings and facilitate negotiations with engineering consultants, WSDOT cross-disciplinary support groups, developers, utility engineering staff, and local agencies to address utility conflicts.

  

Qualifications

To be considered for this opportunity, the following are required:

  • Current unrestricted Driver’s License
  • Bachelors of Science in Engineering, Sciences, or other relevant field (May substitute equivalent experience and education on a year to year basis).
  • Two (2) years of experience as a Transportation Engineer 2 or closely related experience as a design or construction engineer.
  • Experience and knowledge of transportation project design and/or administration of highway construction. 
  • Experience and knowledge of addressing utility conflicts in relation to project design and/or construction. 
  • Proficiency with computer software for review of contract plans and to research and prepare utility franchises, permits, and agreements (e.g. Microsoft Office 365, ArcGIS, Adobe Acrobat Pro DC or Bluebeam, MicroStation/CAD)
  • Ability to visit project sites on an as needed basis.

 

 It is preferred that qualified candidates also have:

  • Knowledge and experience in utility and transportation design, right of way, and construction. 
  • Knowledge and experience in utility franchise, permit, and agreement process. 
  • Knowledge and experience in working with public and private utilities coordinating complex relocations.
