The Opportunity:  
The Washington State Department of Transportation (WSDOT) is seeking an experienced engineer to fill the Pavement Design Engineer - Transportation Engineer 4 (In-Training) vacancy in Tumwater, WA.
 
This position supports the construction program by serving as a technical expert in pavement design and pavement construction. The incumbent serves as the final reviewer of pavement designs prepared by the regions and supports innovation in pavement design and construction through pavement research and implementing new pavement technology.

This position will perform the following work:

  • Provide analysis and support to Regions for pavement design reports submitted to the State Pavement Office.
  • Provide final rehabilitation recommendations to the State Pavement Design Engineer.
  • Set up and maintain a system of tracking pavement design reports to insure timely approval.
  • Provide oversight of statewide Pavement Type Selection, provide direction, recommendations and support to Regional staff during the development process, and review prior to final approval.
  • Plan, develop, provide insight and direction, analyze, and report writing of statewide experimental pavement procedures to determine benefits, cause and effectiveness, performance, and life cycle costs.
  • Provide mentoring and instructional support, statewide, for specialized pavement design, analysis and constructability software.
  • Provide analysis, support, supervision and grant approval from the Pavement Office  for overweight load permits on the state highway system. Includes analyzing axle and tire loading, using related software, and using subjective reasoning and judgment to determine approval.
  • Administer statewide Falling Weight Deflectometer testing program.
  • Provide input data necessary to perform a mechanized pavement design.
  • Work includes testing, data interpretation, managing and calibrating equipment, scheduling testing, and supervising traffic control and preparing data reports.
  • Provide technical information and support for Federal, State, Local Agency, Contractor and academia as it relates to pavement design and construction.
  • Maintain information and databases for in-house research projects, Experimental Features Projects, Specialty Item Projects in addition to bituminous and concrete paving projects statewide.
  • Direct and coordinate nonstandard data collection and testing for pavement related research conducted by FHWA, Universities, Consultants and the State Pavement Office.
  • Provide and oversee PS&E reviews for pavement construction and rehabilitation projects.
  • Act for the State Pavement Design Engineer on matters that can be delegated when the State Pavement Engineer is not available.
 
The requirements for this position are:
  • Registration as a Professional Civil Engineer in the State of Washington.
  • One year of experience reviewing and performing pavement design analysis.
  • One year of experience with conducting Pavement Type Selection analysis.
  • Knowledge of pavement determination and life cycle cost analysis reporting and processing.
  • Proficient with creating, maintaining, and manipulating data within Microsoft Office Applications (Word, Excel and Access).
  • Ability to prepare cost estimates for pavement and associated work.
  • Ability to perform engineering economic analysis.
  • Ability to evaluate pavement construction alternatives.
  • Knowledge of pavement design and rehabilitation principles and techniques.
  • Knowledge of legal vehicle weight limits and overweight approval process.
  • Experience with collecting data using a Falling Weight Deflectometer (FWD).
  • Experience analyzing FWD data including back-calculation.
  • Knowledge of pavement testing, analysis, evaluation and reporting.
 
An ideal candidate for this position will have:
  • Master's Degree or higher in Civil Engineering.
  • Knowledge of WSDOT design and construction practices.
  • One year of experience using Real Cost and CA4PRS software.
 
Note: This is an in-training position that offers a career path and on-the-job training. This position allows you to progress through the Transportation Engineerfield, and achieve the goal class of a Transportation Engineer 4. Candidates will be considered as a Transportation Engineer 3 or 4, depending on their qualifications. The salary levels for each are:
 
Transportation Engineer 3: $65,592 - $88,236
Transportation Engineer 4: $72,432 - $97,392
