Job Description:

The Montgomery County Department of Parks seeks a well-rounded and experienced design/construction professional to be a Design & Construction Project  Manager-Quality Assurance Specialist in its Park Development Division.  This person will be primarily responsible for establishing and implementing quality management processes for the Department's Capital Improvement Program (CIP) projects that help achieve quality designs and ensure that projects are constructed and delivered on time and within budget.

The Park Development Division is responsible for the implementation of the Department's $220 million CIP, a six-year plan for acquisition, design, construction, and renovation of more than 400 parks on more than 37,000 acres of parkland within Montgomery  County, Maryland.  CIP projects vary from renovating playgrounds, trails, ballfields, courts, historical structures, park activity buildings, nature centers, and maintenance facilities, replacing culverts and bridges, restoring streams, to renovating whole parks and developing new parks.

The Montgomery County Department of Parks is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC).  M-NCPPC is a six-time award-winning, nationally recognized agency and recipient of the National Gold Medal Award for Excellence in Parks and Recreation management, serving the Maryland region adjacent to Washington, D. C.  The Department has a career staff of nearly 800 employees, and serves a diverse population of more than one million residents.  We have an annual operating budget of over $100 million.

The incumbent plays a key role in project development teams and works closely with project managers, construction managers, and procurement staff to ensure the technical accuracy, consistency, constructability, and completeness of construction documents, bid forms, and cost estimates.  S/he must work proactively in a multi-disciplinary team setting during the entire project development process to minimize design deficiencies and conflicts, improve consistency, and enhance construction conformance.  The incumbent also recommends improvements to project development processes through feedback from lessons learned and industry best practices and new trends.  S/he may also undertake some project implementation depending upon qualifications and workload.

MINIMUM QUALIFICATIONS:
  1. A Bachelor's degree in Landscape Architecture, Engineering, Architecture, Construction Management or a degree in any related field
  2. Five years of progressively responsible designer/or construction manager experience that includes substantive work in the range of duties and responsibilities in this class specification
  3. An equivalent combination of education and experience may be substituted, which together toal 9 years
  4. Valid Registered Professional Landscape Architect, Engineer, or Architect License issued by any state within the U. S. required for eligibility.  A valid Registered Professional Landscape Architect, Engineer or Architect License issued by the State of Maryland required within six months of appointment
  5. Valid driver's license in accordance with both State and Commission rules and regulations.  Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of asignment.
