Business Analyst
Our client is seeking a Business Analyst to join their team. This position will provide analysis and development of capital projects management processes procedures, and policy recommendations. Utilizing analytical, modeling, process, and data management expertise, this position will support the improvement of the company’s capital portfolio execution and delivery.  This role primarily supports capital project proposal function and processes and will be expected to gather and analyze data as needed to inform capital decisions. In addition, the work will include analyzing process performance and gaps, gathering requirements, documenting processes and procedures, and assisting with implementation of the new capabilities. This position is located in Portland, OR. For this role, up to 5% local travel to/from meetings is anticipated and a valid drivers license is required. Additionally, up to 5% Overtime may be required.

Responsibilities of the Business Analyst
Draft and recommend capital project proposals (Business Cases) to justify NN capital projects associated with the company’s physical security enhancement programs and business continuity strategies to protect and maintain our client’s critical operational assets.
Analyze and develop budget reports for management using existing capital, expense, and operational data.
Draft and present high level strategic planning documents and supporting analysis to OSCO management, stakeholders, and IBS (Internal Business Services) executive level leadership for review and approval.
Draft and recommend project management, change management and project plans supporting security and continuity proposals and business cases, addressing stakeholder sponsorship, communication, training, budget needs/constraints, and resistance management.
Draft and recommend detailed strategies and complex analysis (such as may be associated with justification of NN’s multi-million dollar capital budget).
Conduct cost analysis and supporting documentation for a wide variety of projects.
Draft, prepare and present benchmarking and key performance indicator analysis and metrics for OSCO management.
Provide support in development of NN’s organizational alignment study, to include providing detailed analysis of key programmatic functions and recommendations for achieving increased efficiencies.
Draft and with approval, implement and monitor electronic-based NN performance management tools (maturity, effectiveness, best practices, etc.).
Draft and recommend  appropriate methods for initiating, launching, and analyzing benchmarking initiatives for OSCO programs against other government and industry sectors.
Provide support to CSO’s Program Management staff in developing NN’s Balanced Scorecards and Integrated Program Review (IPR) to include analysis of performance objectives and metrics.
Provide expertise with business process modeling techniques to recommend incorporation of new business drivers and roles and responsibilities within a project or program.

Qualifications of the Business Analyst
Bachelor’s Degree in business administration, management, accounting, computer science or a closely-related field is preferred. Bachelors degree can substitute for 4 years related experience (see Minimum Experience Requirements below).
Experience Requirements: Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature. Direct work experiences and knowledge of project management planning and execution principles is required. Associates or Bachelor’s degrees can be substituted for a portion of the experience requirements.
Minimum Experience Requirements:  Level 3 - 12+ years previous directly-related skill, knowledge, or experience is required (10 years minimum with an Associate’s degree in specified or closely-related field; 8 years minimum with a Bachelor’s degree in specified or closely-related field).
Direct work experience and knowledge of program support/project coordination experience, demonstrating strong ability to interpret requirements and apply judgment to ensure policies are compliant with regulations, is required.
Experience effectively performing compliance and performance measurement activities, preferably in relation to a security discipline is highly preferred.
Proficiency with Microsoft Office Suite products (MS Word, PowerPoint, Excel, Outlook); MS Office 2010 proficiency required.
Intermediate proficiency in Visio (flowcharts), MS Project, Access, and SharePoint is required

General Requirements
This position demands a high level of confidentiality.
Strong technical writing skills are required – Position requires executive level written documentation including requirements, business cases, agency decision framework, process diagrams, systems design, and production support guides.
Experience working within the government business and budget environment is preferred.
Experience in evaluating the adequacy and existence of security and/or continuity controls.
Knowledge of principles of project management and change management is strongly preferred.
Ability to negotiate priorities and resolve requirement conflicts among various stakeholders.
Ability to effectively communicate complex business issues to a diverse audience.
Ability to provide effective presentations to internal/external customers and upper management.
Ability to justify expenditures, analyze financial considerations due to program requirements and provide support documentation
Ability to work well within a highly matrixed organization.
Meet timelines, milestones, deliverables and provide timely (weekly) status updates, as required.
Exhibit strong leadership capabilities while being a team player, with the ability to work in an undefined and complex environment with limited guidance.  Must be able to facilitate business stakeholder groups in the discovery of requirements including information that may impact system, data, process or functional requirements, analyze it, and develop a clear picture of what the information means to the business.
Ability to work under pressure in constantly changing and demanding environments; must demonstrate flexibility and ability to deal with ambiguity.
