EMPLOYER PROFILE: MARTA is the 9th largest transit system in the U.S. and North America that provides bus and rail services. MARTA’S service population is 1.65 million in the city of Atlanta, Fulton, DeKalb & Clayton Counties. MARTA provides service for nearly half a million passengers boarding each weekday.
 
Education and/or Experience
Bachelor's degree in Architecture, Construction Management, or Engineering. A minimum of eight years of progressively responsible experience in developing and preparing Architectural and Engineering specifications for large-scale construction projects. Four years of previous supervisory experience required. Thorough knowledge of construction and rehabilitation materials, products and systems required, along with knowledge of specification guidelines in accordance with the Construction Specifications Institutes Manual, CSI certification preferred. Rail transit experience preferred, along with proficient knowledge of various PC applications. Highly developed verbal, writing, analytical, problem solving, planning and people skills required. In lieu of a degree, directly related experience may be substituted on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS
State of Georgia Architect or Professional Engineer's license required.
 
Essential Duties and Responsibilities
Summary
Supervises the activities of the specifications staff in the development and preparation of detailed project manual specifications and bid documents for all MARTA new construction and rehabilitation projects. Develops specification policies, criteria standards and documents, and serves as advisor for specification activities. Reviews, and coordinates construction specifications edits prepared by designers and consultants for accuracy, product information, and proper application of products, and assists others in the preparation of specifications. Researches, obtains, and maintains information necessary for specification preparation. Oversees the maintenance of MARTA Guide Specifications (MGS) and contracting and procurement guide documents.  Responsible for adherence to construction specification systems, methods, formats and classifications developed by the Construction Specifications Institute (CSI).
  1. Supervises the architectural specifications as appropriate to the needs of the branch.
  2. Responsible for the development, preparation and implementation of Project Manual technical specifications for projects initiated by MARTA departments, General Engineering Consultant, and other contracted architectural and engineering firms. Oversees the preparation and assembly of project manuals and preparation of addenda and revisions to the time of bid opening.
  3. Schedules work and coordinates staff to maximize output and efficiency and minimize effort in the production of specifications and other documents.
  4. Manages, develops, and implements MARTA Guide Specifications. Maintains and updates MARTA Guide Specifications. Creates new technical specification sections for MARTA projects when required.
  5. Updates and maintains MARTA Short Language Version (SLV) guide specifications for implementation on limited size projects.
  6. Supervises the update editing and transcriptions of MARTA Procedures, Design Criteria, Project Management plans, and Office of Engineering Procedures. Prepares these documents for distribution.
  7. Researches, investigates and advises designers and consultants on the use of new construction and rehabilitation materials, products, and systems. Disseminates new information to other MARTA departments as necessary. Assists in organizing materials used in seminars sponsored by manufacturers.
  8. Performs other duties as assigned.
INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments. Candidate selected for interview may be required to submit their portfolio of work and facilitate/demonstrate a training module in leadership development.
