GENERAL PURPOSE

Performs professional civil engineering, construction management and field inspections for City capital projects and/or development service projects.

SUPERVISION RECEIVED

Works under the general supervision of the City Engineer.

SUPERVISION EXERCISED

Supervisory responsibility as assigned by the City Engineer.

ESSENTIAL FUNCTIONS

  1. Works closely with city officials and employees, private developers and the public on the engineering of new public works infrastructure, and on planning, design, and construction of public and private development projects. Works closely with City employees and others in the engineering profession.
  2. May supervise division personnel; implements department policy and rules; informs personnel of new procedures and policy changes; conducts selection interviews, evaluates employee performance; disciplines as necessary; organizes and conducts department meetings; prepares and schedules work assignments; provides guidance as to project specifications, deadlines, standards and methods of operations; maintains time cards and work activity records.
  3. Manages Capital Improvement Projects (CIP); inspection of CIP and private development projects; and coordination, planning and design of a large variety of municipal projects with city staff, county, state and federal agencies.
  4. Oversees, coordinates, and participates in the preparation of complete bid packages for construction, for public works project plans, specifications, consultant contracts, authorization to solicit bids, contract awards, and related activities; participating in real property acquisition for public works projects, preparing and/or overseeing Consultant prepared plans for City streets, sewers, storm drains, potable water distribution and pressurized irrigation water systems, and other related public works and City facilities
  5. Oversees daily construction of City public works infrastructure, including contractor oversight, daily reporting and documentation, project safety, and public awareness.
  6. Ensures that public awareness and notification devices (i.e. traffic control devices) are installed and maintained by contractors in a manner consistent with City, State, and Federal guidelines.
  7. Enforces City construction standards and compliance with approved project design plans.
  8. Monitors and stops construction where activities are unapproved or out of specification.
  9. Acts as enforcement official for City standards and ordinances relative to public works jurisdiction over City infrastructure.
  10. Completes project benchmark inspections and final inspections; prepares reports and recommendations for acceptance of improvements.
  11. Completes field inspections for the amount of development or contractor bond release and or payment, and completion of associated detailed inspection reports to certify construction compliance with City standards.
  12. May approve rights-of-way encroachment (construction) permits and franchise utility permits.
  13. Attends and coordinates pre-bid meetings and pre-construction meetings for Capital Improvement Projects.
  14. Ensures that proper safety devices have been installed in City property and in work areas. Confirms compliance with OSHA and other applicable laws and regulations, establish and maintain various safety records, facility audit records, and ensure compliance with all record keeping laws and guidelines.

QUALIFICATIONS

1.Education & Experience:
a.Bachelor’s degree from an accredited college or university in engineering with major course work in civil engineering or closely related field,
AND
b.Six (6) years of related experience, of which one (1) year must have been in a supervisory capacity;
OR
c.An equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.
2.Special Qualifications:
a.Licensed P.E. (Professional Engineer) from the State of Utah required.
3.Knowledge, Skills and Abilities:
a.Broad knowledge of engineering principles, codes and construction practices for thedesignofcivilengineeringprojectswithinamunicipalenvironment; propertyissues associated with appraisals,legal descriptions, owner rights and contract preparation; constructionplanning,management,andbudgettracking. Familiarity theprinciples,methods, materials and equipment common to Public Works, development, and construction operations. Working knowledge of all applicable development, engineering, AWWA and APWA standards and codes; interpret bylaws, ordinances and regulations common to city infrastructure and construction regulations.
b.Knowledge of computerized office programs; software applications related to construction management and inspection; technicalandpracticaldesignofpublicworkssystems;theuseofavarietyoftechnical equipment.
c.Ability to communicate effectively verbally and in writing; direct and supervise personnel; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, contractors, and the public.
d.Ability to plan, coordinate, direct construction activities; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; keep records and prepare reports; assimilate and understand information in a manner consistent with the essential jobfunctions.

MINIMUM QUALIFICATIONS

Job duties include what is considered typical office duties as well out field work. Office duties will use computer, printer, and telephone, and other engineering specific tools to perform job. Field work may require use of vehicles, inspecting construction sites, engineering equipment and devices. Tasks require variety of physical activities, and can involve muscular strain, related to walking, standing, stooping, sitting, and reaching and lifting. Occasionally works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals.
