Company Description:

The County of Yolo is recruiting to fill two regular, full-time positions at the Department of Community Services. One position will be filled in the class of either Assistant Engineer - Civil or Civil Engineer, and one position will be filled in the class of either Associate Civil Engineer or Senior Engineer. The level at which a candidate is placed will depend on their background and experience, and at the discretion of the appointing authority.

                    Assistant Engineer - Civil       $72,790.22 - $88,479.25 Annually
                    Civil Engineer                          $80,049.01 - $97,304.48 Annually
                    Associate Civil Engineer        $87,384.34 - $106,205.84 Annually
                    Senior Civil Engineer              $99,376.99 - $120,798.70 Annually

Assistant Engineer - Civil
Definition: 
Under direction, to perform professional field or office civil engineering work; to supervise a small group of subprofessional engineering personnel; and to do related work as required.

Civil Engineer
Definition: 
Under general direction, performs complex field and office professional civil engineering work in connection with the development, design, construction, and maintenance of county roads, bridges, sanitary landfill facilities, and other Public Works facilities. May act as a lead person for a team of engineers and/or sub-professionals; performs other related duties as may be required.

Distinguishing Characteristics: This is a non-supervisory professional engineering position that depending on assignment may require lead duties and/or training of other engineering staff. Under general direction incumbents use independent judgement and initiative to perform office and field civil engineering work needed to complete medium to complex engineering projects, or portions of such projects.

Associate Civil Engineer
Definition: 
Under general direction, to plan, assign, supervise, and perform difficult professional field and office civil engineering/ surveying work in connection with the location, design, construction and maintenance of a variety of public works projects; and to do related work as required.

Senior Civil Engineer
Definition: 
Under general direction, to have responsibility of a major engineering section in the Planning and Public Works Department dealing with construction, design and planning; to supervise the work of professional and sub-professional engineering personnel; and to perform professional field and office civil engineering and surveying work in connection with a variety of public work projects.

 Employment Standards:

Assistant Engineer - Civil
Education:
 Equivalent to graduation from an accredited four-year college or university with major work in civil engineering. 
Experience: One year of experience performing duties comparable to those of a Junior Civil Engineer in Yolo County.
License: Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation
Knowledge of: civil engineering principles and techniques dealing with the design, inspection, and construction of roads, bridges, and related structures.
Ability to:  plan, direct, and coordinate the work of office and field engineering personnel; ability to establish and maintain cooperative relationships with those contacted in the course of work.

Civil Engineer
Education:  Equivalent to graduation from an accredited four year college or university with a major in civil engineering; and
Experience:  Three years of responsible professional engineering experience; at least two of these years in a public agency performing professional work comparable to an Assistant Civil Engineer class in Yolo County is desirable.
Certificate:  Depending on an incumbent's assignment this position will require possession of a valid certificate of registration as a Professional Civil Engineer in the State of California or possession of a valid certificate of registration as a Certified Hydrogiologist or certified Engineering Geologist issued by the California State Board.
License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
Knowledge of:  Principles, practices, standards, and methods of civil engineering as applied to planning, design, and construction of public work facilities including liquid and solid waste containment facilities, roads, storm water drainage structures, buildings, and other structures; principles and practices of materials and soils analysis and materials testing; relevant state and federal regulations and procedures.
Ability to:  Prepares, interpret, and review detailed plans, specifications, and graphs; work effectively with personal computer hardware and software; foster cooperation and teamwork with those contacted in the course of work; deal tactfully and courteously with peers, supervisors, and the public; communicate effectively both verbally and in writing, understand and follow directions; analyze situations accurately and adopt an effective course of action; schedule work and guide team members in performance of projects.

Associate Civil Engineer
Education:  Graduation from college or a university with a B.S. degree in Civil Engineering; or (for special assignments) a B.S. degree in Geology; and
Experience:  Three (3) years of experience as a Registered Civil Engineer or (for special assignments) three (3) years experience as a California Certified Engineering Geologist or Certified Hydrogeologist in solid waste management, environmental, geology, hydrogeology engineering and/or related fields is required.
Certificate: Depending on the incumbent's assignment this position requires the possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Civil and Professional Engineers or possession of a valid certification of registration as a certified Hydrogeologist or certified Engineering Geologist issued by the California State Board for Geologists and Geophysicist; and possession of a valid California drivers license.  California drivers license (applicants with an out-of-state drivers license must obtain a CA license within nine months of hire).  Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation. (Depending on the incumbent's assignment, non-California applicants must be registered as Civil Engineers in the State of residence, meet the three year experience requirement as a registered civil engineer, and must obtain registration from the California State Board of Registration for Civil and Professional Engineers, or registration as a Certified Hydrogeologist or Certified Engineering Geologist from the California State Board of Registration for Geologists and Geophysicists within nine (9) months of hire). 
License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
Knowledge of:  thorough knowledge of civil engineering principles and practices applicable to the design, construction, and inspection of roads, bridges, or water conservation flood control structures; or (for special assignments) thorough knowledge of engineering and hydrogeologic principles and practices applicable to the design, construction and monitoring of liquid, solid and hazardous waste management facilities and other water storage or treatment facilities.
Ability to:  plan and direct activities of professional and sub-professional engineering and other technical personnel; prepare comprehensive engineering reports; and establish and maintain cooperative relationships with those contacted in the course of work.


Senior Civil Engineer
Education:
 Graduation from college or a university with a B.S. degree in Civil Engineering; AND
Experience: Five (5) years of experience as a Registered Civil Engineer.
Certificate: Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Civil and Professional Engineers.  (Non-California applicants must be registered as Civil Engineers in the State of residence, meet the five year experience requirement as a registered civil engineer, and must obtain registration from the California State Board of Registration for Civil and Professional Engineers within nine (9) months of hire.)
License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Verification of Education
Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded. 
For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
Please do not send originals; copies of the required documents are acceptable. Any submitted documents will not be returned.
All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency. The County of Yolo will accept education as equivalent to U.S. accreditation from Institutions that are listed as members of the International Association of Universities. Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following:
 
1. A written statement from a U.S accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.
2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.
Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination.
