Is ASTM A-179 is killed Carbon Steel (KCS).
If it is specifically mentioned in purchase order to supply A-179 KCS then what does it means. Is the manufacturer bound to supply Killed Steel
If you specify a specific grade of steel including special processing like Killed Steel the Vendor suppling that material is responsible for providing the material that is specified.
You can ensure that you are getting what you specify by requesting material certification and traceability on the material. This usually cost more unless you are getting large quantities.
