I think IQ is meant to give people an idea of how quick someone is at solving problems so they can be compared to others.
The Army didn’t want complete idiots running around with guns, so they used this test on millions of men and women in World War II to sort recruits into two groups. Those that were acceptable and “those that didn’t meet Army standards”. I believe they chose 70 as the lower limit for IQ at that time. Below that, one was considered too slow (too much of an idiot) for Army training.
Someone with an IQ of 130 might be faster at solving problems in general than someone with an IQ of 110.
My wife used to score IQ tests and she told me some interesting things. The test was 30 minutes long and your score depended on how many of the 50 questions you answered correctly in exactly 30 minutes.
