Power = Torque x RPM
If you know the speed of a motor and how much work (power) is being generated you can calculated the torque.
For an electric motor the maximum torque is produced at zero rpm. It is called stall torque. You can use a torque meter to determine how much torque it will generate when power is applied and the motor is not moving.
