How do you guys read this as decimal value 0.015?

I read it as 15/100 (fifteen hundredth) and my co-worker read it as 15/1000 (fifteen thousandth). Please explain your reason.

My reason is…..fifteen can be write 15 or 15.0 or 15., if you move the decimal to the left (one, ten,hundred,thousand…etc.), you’ll get .0015–which is 15/1000. You get one extra zero toward the left to make it as fifteen thousandths.

It would be read as 15 thousandths. .0015 would be 15 tenths (short for ten-thousandths).

The reason is there is no oneth’s place…
.1=tens place
.01=hundredth’s place
.001=thousandths place
.0001=ten thousandths place

I would state that the one place or more correctly the units place is just to the right of the decimal point.

it should be read as fifteen thousandth.
bcoz 0.015 can be written in only one way which is 15/1000
and according to mathematical rules it should be read as fifteen thousandth
