If the bearings have gone, in theory it would be possible to replace them (but impractical). If the winding is open-circuit then it’s almost certainly scrap; you won’t be able do dismantle the stator laminations in order to rewind the stator coil, even if it was worth it, which it wouldn’t be. They are manufactured for low-cost and are not designed to be serviced. Optimum repair is by replacement.
