HARRISBURG, PA, July 3, 2023 – Dawood, an international engineering, technology, and finance solutions firm, has elevated Joab (Jody) Carter, PLS, to survey director with end-to-end oversight of US surveying operations. Carter is a professional land surveyor and US Army veteran with more than 20 years of surveying experience.

Carter’s spectrum of work includes mobile LiDAR, drones, and as-builts—with expertise ranging from boundary determinations, subdivisions, and construction stakeouts to topographic, utility, and highway surveys. His team supports every Dawood discipline, including Good Hope Ventures real estate development, with direct line-of-sight on Georgia, Illinois, Massachusetts, and Pennsylvania operations.
Tasked to use terrestrial scanning and survey a 115-year-old historic Lancaster, Pennsylvania, structure, Carter’s team provided detailed measurements and profile elevations of the existing Safe Harbor Trestle Bridge superstructure—leading to seamless new deck placement.
Throughout his career, Carter has managed surveying and mapping tasks for varied infrastructure projects, new construction, and improvements for rails to trails, parks, sports fields, universities, schools, and shopping centers.

Carter is a member of the Pennsylvania Society of Land Surveyors and the National Society of Professional Surveyors.
