We are seeking an experienced Project Controls Manager for our First Quality Tissue Division, and this position will be located in Lock Haven, PA.

Primary responsibilities include:
* Manages all Project Controls disciplines; Estimating, Cost, Change Control, Planning/Scheduling.
* Leads the development of the Project Budget.
* Establishes and maintains Project Cost Report including Cost-to-Complete forecasting.
* Supports Procurement during development of RFP’s and commercial analysis.
* Manages the development, maintenance, updating and analysis of the Project Schedule.
* Establishes and maintains an Earned Value Progress Measurement System.
* Implements Project Change Control process and manages the evaluation of changes via estimates and “bench-mark” data.
* Manages invoice review/validation process.
* Supports Finance for cost segregation requirements.
* Directs the commercial close-out of contracts.
* Provides direction, clear expectations, development and supervision to all direct reports.
* Establishes policies to mitigate risk and provides consultation to the Project Manager.
* Reports regularly to ownership and FQ management on project status.

The ideal candidate should possess the following:
* Bachelor’s degree and training related to engineering and project management.
* 10+ years of experience in the various disciplines of Project Controls
* Has previously held the Project Controls Manager position on a major project.
* Field experience on major green field or brown field industrial construction projects.
* Exposure to all project phases, Engineering-Procurement-Construction-Commissioning, and the applicable use of Project Controls tools for those phases.
* Previous employment history with both EPC companies and preferably in Owner organizations showing a progression of skills and experience.
* Previous pulp & paper industry experience is advantageous.
* Previous experience with both Lump Sum and Unit Rate contracting.
* Deep domain with construction and project management concepts, practices and procedures.
* Advanced verbal/written communication skills and superior interpersonal skills.
* Ability to keep sensitive information confidential.
