Commercial success for products requires not only technical success, but also business success for a specific configuration of a product. Those business rules are in the PLM system, so PLM should take the lead in configuration.
CAD is already used to verify designs and avoid downstream errors, so this is the right environment for managing platforms with complex BOMs. And this is the way product development teams actually work today.
